Damn, that sure is one swanky avatar you've gotten yourself there!
The great that I have gotten for myself, while still making you universally recognizable as a Shado-pan agent, (trust me, it's been tested and trialed and it works!) is actually very easy to get. I'm using the Flowing Water Transmog Set, with a heirloom Shadowcraft helmet to top things off. I'll be replacing the latter with the actual hat eventually, of course, but for now this set seems to be working just fine and you don't even need to get exalted anywhere!

I was planning on just using the Rogue set Opportunist's Battlegear, it looks good with or without the actual Shado-Pan Hat. I believe it looks pretty obviously shady, if not even slightly typical.

Use the flowing water Set. That actually looks like a Shado-pan, and not a wannabee rogue. Paozi's sneaking antics are looking very authentic, can't wait for him to get the hat.

I think it would be pretty obvious either way, either set emit the same sort of feeling. Let's just say that whilst Paozi's set is something I will gather, it's not grabbed me by the balls so much that I won't RP without it.

As Drustai once said, it's mostly about the color-scheme. If you stick a pandaren in primarily black and gray armor with smidges of iron and crimson, kablammo, it'll be convincing enough. Other pandaren tend to wear bright, vivid colors, so putting your pandarenin something that looks grim and dark (or grimdark if you prefer) immediately makes you recognizable.
One thing I've noticed is that there are quite a few non-pandaren on the Argent Dawn forums that are wearing Shado-pan sets, supposedly in character. Now, it's not entirely unthinkable that a non-pandaren should join the order, I mean, this is the pandaren we're talking about, they're not exactly the most chauvinistic of races, but I do worry that, if the non-pandaren Shado-pan on a server are more numerous than the pandaren Shado-pan, you will get a very skewed balance and the concept will get watered down and loose its initial meaning.
At least I think it would be more than slightly awkward at least if the majority of "Shadowy and ancient protectors that have been watch over Pandaria for generations" turn out to be orcs and humans in practise.

As much as it might be feasible that non-Pandaren could join the Shado-Pan, I'm not exactly up for it myself. Neutral Factions exist already, of course, but the Sha has a personal touch upon Pandaren whereas for example, the Scourge that the Argent Crusade fought against was a threat against all of Azeroth.
I would vote for keeping it entirely Pandaren, especially at first, even if it's merely for authenticity.
Oh and in regards to the Opportunist's Leather Set, it certainly fits within the colour scheme.

using parts of the opportunist set myself, for Krogon's 'war-gear' (pvp transmog set) though i'm using bloodfang legs and chest eventually to better compliment it all.

The Opportunist set is one of the sets I recommended to Paozi as a shado-pan set.
Opportunist, Rogue T1, and Flowing Water set are all very good shado-pan sets, as all fit the color scheme. You can't really go wrong with any of them.
