I see the Wall as a second sign of "WE ARE HERE" by the same group who would make a mighty, crazy bridge (The Thandol Span). They're as much symbols to those under the protection/friendship of the builders as they are a protection against attack.
Why would the dwarves build a massive wall between the two settlements they were trying to connect with the Thandol span anyways? And then not even build the gate with a road that connects to the settlement in question either?
Not to mention that Aerie Peak was established as a settlement in the arathorian (or Lordaeron?) hinterlands about 230 years ago... making the Thandol span just about 800 years younger than -all- human nations (and 1800 years younger than Stromgarde).
So basically, if your theory is correct, the dwarves would have erected a massive wall... on the border between Stromgarde and Lordaeron.

My current theory is that the wall was erected to defend hillsbrad from troll raids. Stromgarde is a massive citadel on a ridge and thus fairly well protected, but apart from that citadel... there is no heavily reinforced structures ore ruins in Arathi Highlands. The entire area looks like a massive backwater area. Furthermore... Stromgarde lacks a harbour. What kind of capitol with access to the sea lacks a harbour?
Instead I think that the early arathorian empire stretched not so much in the arathi region (I mean, eastern arathi is actually forest troll controlled) as towards hillsbrad and silverpine (which has -a lot- more stine structures and even more importantly... settlements). Strom being some old spiritual centre, perhaps where the Arathi tribes chose their chieftains?
(I'm also having a theory that the original Strom burnt to the ground and that Stromgarde is a much more recent city built in it's place)
One, admittedly anecdotal, evidence of this would be that the second city of the empire was Dalaran.
This would have made Arathi and the Hinterlands into... well... hinterlands, which would explain their lack of human infrastructure and also why the wall faces arathi and not hillsbrad.

I have no theory, no. I just said "I feel". I know little of the actual lore of the kingdoms there. Let alone server-side perceived lore. The fact there is no road between that and the settlement? Isn't there? Or can we just not see it? Like the Greenway in Tolkein's lore? A well known path, but much in ruin. I aint even bothered really about the ACTUAL answer. I'd love if there was one. Cool. But I think you're all seeking a point, an answer... a definite. When this is WoW. And isn't like that always:
There are massive limits to this game, how it looks because of the design, how it reacts, the limitations of the game-world, the fact it's a static (relatively speaking) design based on... 5+ years old art/game design work in places. To seek answers so narrow for things. Maybe we "aren't meant" to know because the buggers haven't done the work properly in the first place.
