I agree with Menyet, actually. Having this take place in a smaller settlement is quite preferable from all standpoints.

Theramore perhaps (Bias, I know)? Given that it is essentially a city in lore (And probably the largest, city-like town that isn't a capital in-game), the Alliance's primary port outside of Kul Tiras and all but deserted in terms of players, as well as a hop, skip & jump from Frey Island.
