Okay enough about setting fire to people, we all know it is legal.
So to sum everything up here, you are allowed to use Shadow magic and Fel magic with a permit as long as you do -not- use it in public or danger anyone else but yourself.
Scarlet crusaders are allowed within the city as long as they don't do anything that comes natural for them, like torturing the Fel and shadow users. This falls to the regiment, the blazing shield and the disciples.
If you decide to do -anything- stupid while you have your permit or before getting it, your permit will permanently be taken from you, no return.
The civilians might not like this law, they might not agreed to this law and they can hate as much as they want. We are not forcing anyone to like it, you decide yourself how you feel about it.

I don't consider a discussion in which interesting points have been brought forth to have 'failed' in any way shape or form; if you see any failure, it is probably because you have too high expectations of uniformity. Threads like these never reach a consensus and people will never ever fully agree on these points. That's all right, though.

Actually happened during a Wild Tempest campaign in Pandaria, Saphra lit a campfire with green Fel flames.
Because apparently nobody in Wild Tempest knows how to make a regular campfire.

This is my attempt on a law! This is not to be taken serious since I did it only for fun, as an example on what is going on in my head and how a law written by me would look like. Unless I took it serious, because I just couldn't take it serious! xD

2.13 Kidnapping
Abducting any person or multiple people for any reason.
Punishment: a day in jail or five lashes.
3.15 Obvious allegiance to the Scarlet Crusade
Wearing the colours or tabards of the Scarlet Crusade within the city walls or performing actions in their name is not allowed, as they are an enemy of the state. There will be -no- exceptions.
Punishment: confiscation and destruction of tabard and a warning. If encountered again, a day in jail and ten lashes in addition to any other possible sentence.

Minorly inconveniencing citizens or property fo Stormwind by act of unreasonable, highly annoying or loud behaviour, intoxicated or otherwise.
Punishment: a warning.

Trade or possession of certain drugs that are acknowledged as damaging and addicting as well as the use thereof. This list includes:
- Gnogaine
- Blue Heaven
- Moonshine
- Azshara Azure Cigarettes
- Moonglade Arcana
Punishment: confiscation and destruction of said drugs and a warning. On repeated offense, a day in jail or a fine of 10 silver.

That change was suggested by the people who actually deal with them: drug dealing is not half as fun if it's legal apparently! We hope this change will allow for proper sinister rp for those interested in such. Just make sure you don't get caught!
