Probably because they were made in 2004. It was a while ago. The texture work on them is actually very high quality, it's just that it's been so long now.
Thing is, if they update the models, they'd have to
- Preserve the feel and proportions of the old models, else you'll feel disconnected to the new skin and feel like you've lost your old character
- Make the new update feel meaningful enough, while still preserving that old feel
- Update the hairstyles, accessories and all that (not necessary, but something they'd probably want to do while they're at it)
- Manage to preserve the animations and rigging while still upping the polycount. This has a lot to do with proportions as well, but it could be troublesome in some cases
Either that, or redo all the animations and armor scaling and placement. Too much work for something that's not completely necessary IMO. I think they might add some lines here and there, but I honestly don't think we'll see a full, complete rework any time soon.
That's not an excuse, honestly, especially in the gaming world.
I know what it takes to make a new model, by all means I'm familiar with it. If they can add all these new models along with new models for races already (Arthas and Jaina being a good example for humans) then what's stopping them from altering the models over patches? They've had plenty of patches to do this work, they have been updating their databases with sharper imagery and graphics. With technology nowadays, it's really not that hard to increase the sharpness and polycount while retaining the form of the character.
Hell, do you remember the shoulder mishap with the Orcs? Nothing changed with the Orcs yet the graphics still buggered up, all because they hadn't updated the models to cope with the new shoulder models.
It's a matter of fixing it along with an expansion and it's the matter of whether they want to or not; it's obvious they just don't want to and leave the human males with stupid arms when they jump or fall, because it's stuck in 2004.

Of course it's a matter of wether they want to do it or not. Question is if it is worth spending the time and money to do it, all things considered. The models may look bad, but as I said, I don't think they warrant the complete reworks some are looking for, at least not yet.
As for today's technology it's not Blizzard's goal to match today's standards. I know tons of people who had and has issues with just running Wrath's improved landscape. They have no real reason to increase graphical fidelity except where it's optional, such as with water (and hopefully the god rays).
I do know the Orc shoulder mishap and I know for a fact some of the models have been updated over the years. Not significantly, but it's there. Remember the gnome face mishap?
As for patches, a complete rework of 8 races, both male and female, with all the accessories included, is not a mere patch thing. I have to disagree with you. Considering what Blizzard can actually achieve designing, the models need to be drastically updated. I love playing Tetris, but just because I love it doesn't mean I won't play any better game out there.
(Ok, I am clearly terrible at making analogies and my knowledge of video games is obviously non-existent, but you get my drift ;).)

If that's his final model (which I'll, for the sake of sanity, assume it ain't), I don't mind Blizzard sticking to the original orc model for players, thank you very much. I'd rather look like a hunched orc than look like some spiced-up Vrykul model, cause they obvious reused that one for Garrosh. And it makes him look like an even bigger douche.

The glossy sheen on them is usually a tell-tale sign.
