Most of the problem, as I see it, isn't players being elitist and ignoring people - it's just people having nowhere they can just go, knowing they'll be completely welcome, to find someone they can be sure will speak to them and help them if needed. Getting involved is really intimidating.
So yeah, that's what I think. We can't remove elitist players, we can just create an atmosphere where new RPers feel welcome and where it's easier for them to start interacting with people. LFRP also helps with that.

Going to play the devils advocate here for a bit:
A new player enters the bar. There are many reasons one does not interact with this new character.
-The new character might seem unapproachable.
This could range from making other people feel uncomfortable by hiding behind a book, they have to come up with a good reason to interrupt the character seemingly occupied. Possibly at the risk of being berated for it.
Or, the character might seem your thirteen in a dozen shady lone wolf rogue, whom favours solitude.
-The new character might appear boring, other players can't smell that the player is sitting there, awaiting to drag them along on an epic story of slaughter, trust, moral grey zones and epic schemes. Their character might not at all be interested in a fisherman going for a pint.
-The characters present might be completely occupied with something else. Perhaps that mage just heard that the woman he got pregnant died by the hands of his formerly long lost brother to whom he trusted her safety. The character is torn, contemplating vengeance and suicide, and conflicted between seeking some comfort with a close friend or abandoning a city, seeking solitude for the years to come.
The fact that Bob the fisherman is looking for new friends in the city, and wants to chat about the weather, might be rather low on the priority list of the character.
So, how to fix it?
Easy, if you are new to the RP scene, make your character have a reason to talk to people.
You might be shy, so might the other roleplayer be.
Ask for directions to the tavern, or to a blacksmith.
Last but not least, while some individuals have done a great job at involving new players into roleplay (Strike for example has done an awesome job at introducing many to roleplay) others might not possess the social skills or desire to get new players involved.
As for giving the beggar some spare change.
Sure, if something barely affects me and can greatly help another person, I'm happy to help.
But if I am in a hurry to catch the bus, or need my change for something else I don't feel obligated.

I didn't need anyone's help to get into role-play. I got out there and forced myself upon other people. Yeah I got ignored a few times. Rejected. Snubbed. Stubbed. Did that stop me? No..

I mean, come on now, isn't learning something and making yourself aqcuianted to a community chiefly the responsibility of the person that wants to actually join?

Main point of my rant: playing the game is the responsibility of the person playing the game. When there are players that do not role-play, the responsibility and fault lies not with those that currently role-play, but with those that don't. If people want to role-play, they will; and if they don't, they won't, and the ammount of influence you or anything has on that is miniscule. If you want to get good at PvP, you look up at guides and practise, you don't beg others player to take you by the hand and boost you trough everything. Same with PvE. Why would it be any different with RP?
Because it makes you feel morally superior to be able to say you recruited new role-players into the Grand Magnificent Army of Defias Brotherhood that Must Conquer Argent Dawn in the epic Population Contest?
Fuck it all. I didn't have any role-playing mentors. I wasn't taught what meta-gaming is or what godmoting is. I figured this all out on my own, with common sense, by putting myself out there and role-playing with lots and lots of people. I didn't need no guides, no projects, no sweeping epic riling forum threads to inspire me. I rolled a character and started playing. I put myself out there and learned from every interaction I had. I was snubbed, I was ignored, and after a while, I started getting recognized and at lucky times, even celebrated. All on my own strength, without needing anyone to hold my hand. I hand-picked my own lore authorities after talking to lots of people OOC. I selected my own guild after having interact with lots of guilds and finding one to my liking. I didn't have to be bombarded by guides and mentors.
I can't stand it when you people go fawning over some jelly-spined forum troll who says he gave up role-play after being snubbed once or having been to Goldshire once. That fault is his, people, he's the one who messed it up for himself and frankly if he gave up after one try, I have to assume he wasn't very serious about getting into role-play in the first place. Treating it like an outrage and shoving the responsibility for these heinous crimes on some phantom "role-play elite" that doesn't exist is the height of stupidity. When somebody fails at something isn't it more common sense to play that person first, before you start looking elsewhere?
Pah. It's like you people have made this whole Game of Servers a whole other game on its own. A meta-game where you can earn points by recruiting new players and you play for the team that is a server to beat the other servers in the ammount of players you have. Why the fuck should I care how many people play on my server? Why the hell should I give a shit whether my server is living, thriving or dying? I log in and play the game, and that's all there is to it. I don't need to see statistics, I don't need any lengthy forum threads analysing the activity of my server, I just need to play the game and have fun with it.

Well, of course. The surest way you can guarantee that your cock is larger than anyone else's is by applying a different scale. 3 feet and 2 inches sounds a lot bigger than a measly meter.
On a more serious note, all you need to take away from my post is that I take a very liberal standpoint in this discussion. Getting into role-play is the responsibility of the player. If they ask me for anything, be it advice on where to go, questions on the lore, or just plain "can I role-play with you?" I will almost always oblidge them. I role-play with everyone and I do mean everyone that will approach me and communicate trough /s, /e or /y, even when they hop around and shout racial slurs about races that don't exist in the world of Azeroth. I routinely approach people that just stand around, with no addons, looking at role-play, and sometimes they talk back.
But in the end it's the responsiblity of the player to make his own role-play. It's not my responsibility to provide for them, 'recruit them', or 'educate them', whatever the latter two might mean. I will help when asked, but I will not go out looking for people to help. They should be the ones reaching out, not me. If they can't get into role-play, that's their fault, and not mine, or anyone else's but their own. If they are serious about wanting to try role-play, they'll power trough and make it happen for themselves. I'll be happy to help, when asked.
