If there is no genetic tie, sure. That's ambiguous, but both meanings are correct:
- If there is no genetic tie to the Worgen nature, thus it being a "curse"/"disease", it can happen
- If there is a genetic tie to the Worgen nature, then a lack of genetic tie between the twins (non identical) could have that
