That law has been in effect from well before DF was founded, and it exists to protect children from the whims of their parents.

The most famous case of a name being rejected was a mother that wanted her kid to be called Kristophpher, instead of the common Kristoffer.

It's unfortuneately considered a basic human right to procreate.
