Bal'a dash citizens of Quel'thalas

In six days (on the 5th) the 14th meeting of the Silvermoon Council will be held. The location and time stay the same, nine bells in the evening in the Blood Knight Temple, untill further notice.
If you had not already heard:
- A cure for the plague bombing is available, courtesy of the College of Revenants.
- An investigation is taking place with the goal of finding the culprit.

Futhermore, no competitions will be held for the council seats with more than one applicant and Kar'ana Irillyth, Councillor of Culture, announces the intention to hold the “Festival of Belore” on the day after the next public council meeting. You may expect speeches and and a tournament.

Lastly, Forsaken will now be able to register for a visitors pass.

Bal'a dash cizitens of Quel'thalas,

In light of the investigation into the plague bombing of Fairbreeze village, the Forsaken have been requested and encouraged to vacate Quel'thalas for atleast one week. After one week has passed, individual Forsaken may request passes that allow entrance into Quel'thalas.

Forsaken that are encountered in Quel'thalas will be asked to leave and escorted to the nearest exit. No force will be used except in self defense.

Don't let their initial reactions, callings of treason and complete removal of all military aid, color your view of them.

Those that have information that is relevant to the investigation should contact Celistra Silverstrike.

Loyal subjects of the Regent-Lord Lor’themar Theron,

It is possible that, in the last seven months, you have in some way interacted with the latest version of the Silvermoon Council. You may have found it valuable, you may have found it wanting. But what I have to tell you might be of interest.
And if you haven’t interacted with it, either because you weren’t interested, or simply because you didn’t know, please consider this an introduction to old plans and new.
But let me first summarize what this is all about.

What is the Silvermoon Council?

A platform for messages and announcements, both warnings of dangers and social happenings, not just by Sin’dorei, but also by foreign groups.
A resource for the enterprising. A sounding board for ideas, a way to reach the masses or help in organization. Good ideas need to be supported, and the Council wishes to support.
A place to bring your problems and concerns, when trouble arises that cannot be solved by one single Sin’dorei.
The Councilors are not the absolute authority in a given field, but they are sorted by where their interests and abilities are best applied.

At the moment composed of:
Councilor of Knowledge – Abulos Sunwing
Councilor of War – Celistra Silverstrike
Chairman – Kristeas Sunbinder

What is the Silvermoon Council –not-?
A place where you will get a solution the moment you come with a problem, we require time.
Able to make decisions over land holdings or heridetary issues.
Something that can order other organisations (like the Blood Knights, Farstriders, Magisterium, Sin Belore and so on) around.
Omniscient.

When does the Silvermoon Council meet?

So far the meetings are bi-weekly, alternating between public and private.
Public, open to all those interested so listen, speak and discuss.
Private, open to those employed by the Council and those invited. It’s good to have a set time to discuss issues, and to have something of a deadline if you require an answer to something that is discussed.

Now with your mind refreshed in regards to the Silvermoon Council, comes the reason why this message has been written.
Three (of the five) Councilors have left the Council due to a change in priorities (note that employment in the Council hasn’t been absolute, but an additional task next to other jobs), and obviously these spots can now be filled.

The positions open are:
Councilor of Diplomacy.
Councilor of Internal Affairs.
Councilor of Culture.

And unlike at the creation of this council, an additional possibility has been added. There is a choice for those interested in position in the case that there are several applicants.

1: You choose to work together, instead of a single Councilor, there will be a department that will be represented by a Speaker during meetings. The hierarchy within the department will be up to the department as long as there are no concerns.

2: If you are unable to work together, you will have to compete. This will require at least one task from each applicant. You are the one that needs to prove that you are the best choice.

If you are interested, then you have two weeks to send in an application, with your name and the position you are interested in.
During the next public meeting, the applicants will be given a few questions to answer themselves, and to introduce themselves to the public.
Those that survive the interview intact, will be given the time to discuss among themselves (if there are more than one applicant for a position) which option they wish to pursuit.
They will be given a maximum of two weeks for that. One final discussion and then the new Councilor or Department will officially be added to the Council structure.
Note that for now, we’re looking for living Sin’dorei.

I will also take this opportunity to share some plans for the future.
1 – A Thalassian census, so that an overview can be created with the interests and skills that are at the disposal of Quel’thalas.
2 – An inventory of resources, both material and land, for strategic purposes. Likely to be expanded with battle tactics for certain, possible, scenarios.

The next public meeting will be on the 8th of the next month (08-01-2013) in the Hall of Blood (Blood Knight HQ).

Addendum 1:
If an applicant, for whatever reason, is unable to make it to the next public meeting, please prepare a detailed written application with things like motivations and plans, and send it to me.
If the days that the meetings are held, will cause frequent scheduling problems on your part, I would strongly advise in favor of the department option.

A week or two ago, somewhere in Silvermoon...

Emrys slides her fingers along the parchment to fold it in three equal parts and slides the letter into an envelope. She eyes the empty front of the envelope silently, almost as if she is hesitating. A sigh escapes her as she proceeds to write 'To Kristeas Sunbinder' in elaborate Elven handwriting, then turns the letter around and drips some hot wax upon the envelope's close, sealing the letter with the initials 'E.S.'

The letter sits in her hands for some time when a pale, yet warm hand is placed upon her shoulder, one of the fingers running up her neck in a cheeky manner. She smiles even before looking behind her.

"Shall we?"
"Yes, it is time to leave."

After losing her home to the Kirin Tor... no... to Jaina Proudmoore's purge of Dalaran... All because some fool decided to use the portals of the Violet City to steal a relic from the south continent from the Alliance and take it to the Horde... Kar'ana found herself in an inn in Silvermoon cradling a glass of wine. Dalaran Red to be precise.

She'd been one of the lucky ones to manage to escape from possible imprisonment or worse... death. That still didn't make it any easier though. The elven magi had lost a sense of what she was to do now... She'd lost her home, for the second time she humourlessly chuckled as the memory of the Scourge came to her. What purpose did she have now? Was she to be resigned to being yet another mage in Garrosh's Horde? Was she nothing more than a tool or a weapon to be placed in the battlefield?

Just as her indignation of this fate was about to reach the point where the alcohol would start to influence her actions, she heard an interesting piece of information. The Silvermoon Council was looking for new blood to fill the positions of Diplomacy, Internal Affairs or Culture.

Kar'ana mused over this and her options. She could either resign herself to being nothing more than a tool for the Horde... for Garrosh on the battlefield, and probably lose her life in some impatient venture of the Warchief's... Or, she could contribute to the City that helped save her from Jaina's "justice". "What was that address again?" she asked the bartender, concerning the location for where she could send in her application.

She sat down at a desk with a quill and paper, and began to write.

"Hail members of the Silvermoon Council. I wish to serve the city which has given me another chance when my last home deemed it fit to see me dead or imprisoned simply for what I was. Allow me to introduce myself if I have caused some confusion. I am Kar'ana Irillyth, one of the surviving Sunreaver magi of Dalaran following the Purge that has occured in the Violet City following certain events connected to the War effort in the southern continent.

I feel that I owe Silvermoon a debt that I cannot hope to repay... so I wish to serve as best I can, and I do not believe that means wasting my life away on a distant shore under the command of orcs who only desire the taste of blood. If you will have me, I seek to join the Silvermoon Council within any of the three positions that are open. In regards to Diplomacy, I have experience in that field having served alongside members of the Kirin Tor when dealing with the various races of the Horde that frequented the City during the Northrend War.

For the position of Internal Affairs, I have an understanding of how to enforce laws that have been set down as I had been called from time to time to enforce the laws within Dalaran, whether that was dealing with drunkards or locking up potentially dangerous magi in the Violet Hold.

I hold no illusions concerning the position of Culture minister however. I understand that things may have changed regarding the Sin'dorei during my time in the Violet City, however, if it is the will of the Council then I would serve in that position if that is what is asked of me. I would conduct myself in the position with the utmost decorum and attempt to ensure that we do not forget ourselves in this time of war and strife.
