List of Crimes and Punishments
For the eyes of the Stormwind Council, to be considered for the use on the streets by Stormwind Guards.

Attempt Crimes
Attempt crimes are crimes where the suspects actions have the form of the actual enaction of the crime itself: the actions must go beyond mere preparation. Depending on the severity of the attempted crime, the full punishment is to be handed out. On less severe offenses (Those listed as OFFENSES or MINOR OFFENSES), the offender will be given half the punishment, or be led off with a warning.


FELONIES
(SERIOUS CRIMES)

Murder
The unlawful killing of another person with intent.

Mass Murder
The murdering of more than 4 people with intent over a short period of time.

Manslaughter
The unlawful killing of a person by fault or neglect.

Assault
A crime of violence against another person.
{{{ - Punishment: -- Imprisoned for 6 to 36 hours. Use severe care and have enough back-up before arresting and escorting the felon to jail.
Depending on the length of the fight, and wounds sustained.

---Victim severely wounded, and requires firm (immediate) medical attention - full punishment.
---Victim badly wounded, requiring medical attention - 24 up to 36 hours imprisonment.
---Victim wounded, bleeding, several bruises and wounds, 12 to 24 hours imprisonment.
---Victim lightly wounded. 6 to 12 hours imprisonment.

Armed Assault
A crime of violence against another person with the use of weaponry and/or magic.

Assaulting a Guard
A crime of violence against a official Guard.
{{{ - Punishment: -- Imprisoned for 12 hours or up to 72. Higher depending on court decision. Use severe care and have enough back-up before arresting and escorting the felon to jail.

Sexual Assault
An assault of sexual nature on another person, against his or her will.
{{{ - Punishment: -- Imprisoned for 24, or up to 48 hours and 20 lashings.

Rape
A sexual assault involving penetration or forced intercourse. Including vaginal, anal and oral penetration by the felon, or objects handled by the felon.

Kidnapping
The taking away or asportation of a person against the person's will, usually to hold the person in false imprisonment.

Treason
Severe disloyalty through action or word to the King, or Kingdom of Stormwind

Spying for any enemy faction
Obtaining and distributing sensitive information about Stormwind, or its officials to the enemy.

Cultism
The act of venerating a power or being not sanctioned by the church.
{{{ - Punishment: -- To be imprisoned (IN THE VAULT) and receive 30 lashings until a court decision is made and will be branded. Cultists are very dangerous! --

Fanatism/Zealousy
Any act of religious fanaticism or zealotry which is not sanctioned by the Church of the Holy Light, as well as spreading unsanctioned beliefs and enforcing those beliefs with violence or any other means from propaganda to subtle means.
{{{ - Punishment: A fine up to 50 gold AND the 30 lashes. If the felon repeats his crime he will gain another fine of up to 50 gold and will be branded.


OFFENSES

Bribery
The act of offering, giving, receiving or soliciting money, gifts or services to alter ones judgment and behavior.
{{{ - Punishment: -- Stormwind Officials caught in the act of bribery will be Imprisoned until court determines. Civilians offering or soliciting can be imprisoned for up to 12 hours. --

Breaking and Entering
Breaking in, or unlawfully entering a building or private property.
{{{ - Punishment: -- May be imprisoned for up to 12 hours.

Burglary
Breaking and Entering with the express purpose of committing theft.
{{{ - Punishment: -- May be imprisoned for up to 24 hours.

Theft
The illegal taking of another person's property without that person's freely-given consent.
{{{ - Punishment: -- May be imprisoned ranging from 6 to 48 hours, depending on attitude and amount stolen and will receive 5 lashings. Fined for 10 gold, and the amount stolen. If possible, stolen possession is to be returned to owner.

Robbery
The seizing of property through violence or intimidation without the owner's freely-given consent.
{{{ - Punishment: -- May be imprisoned ranging from 12 to 48 hours, depending on attitude and amount stolen and will receive 5 lashings. Fined for 10 gold, and the amount stolen. If possible, stolen possession is to be returned to owner.

Vandalism
The act of damaging to or the destruction of public or private property
{{{ - Punishment: -- A fine ranging up to 50 gold depending on the severity and the target of the vandalism. If the vandalized property was a private possession, the criminal will have to pay the full amount to the victim. If the vandalized property is more expensive than the fine, or the felon cannot afford the fine, he or she may be imprisoned for 2 up to 48 hours, or until his debt is paid off.

---Vandalizing or destroying large areas of private or public property, such as entire walls, trees, or a sizeable (several meters) of road. 50 gold fine AND 24 to 48 hours prison.
---Vandalizing statues, holy symbols, or symbols of Stormwind - 25 to 50 gold fine and/or 24 to 48 hours prison.

Desecration of Holy Ground
The act of damaging or disrupting ground, buildings or other places of spiritual or cultural magnificence sanctified by the Church of the Holy Light. (Including the Cathedral of Light and the Moonwell in the Park)

Sexual Harassment
The act of intimidation, bullying or coercion of a sexual nature.
{{{ - Punishment: -- A fine ranging up to 25 gold depending on the severity of the act, or imprisonment for 2 up to 12 hours. Closely linked to Sexual Assault if offender is beyond the listed actions below.--

--Unappreciated and inappropriate touching above and below the waist, fine of 20 gold or imprisonment for 6 to 12 hours.
--Unappreciated and inappropriate touching above the waist, fine of 10 gold or imprisonment for 2 to 6 hours.
--Inappropriate and unappreciated, sexist words, fine of 5 gold or imprisonment for 2 hours

Disturbing the Peace
The unsettling of proper order in a public space through one's actions.
{{{ - Punishment: -- A fine ranging up to 20 gold depending on the severity of the act, or imprisonment for 1 or up to 12 hours if the apprehended cannot afford his fine, or does not show sign of improving his or her behavior.

Discrimination
Unlawful and mean-spirited behavior against a person based on class or category rather than individual merit.

Improper use of Magic
The irresponsible use of magic or magical abilities
{{{ - Punishment: -- A fine ranging up to 25 gold depending on the severity of the act, or imprisonment from 2 up to 12 hours (IN THE VAULT) if the apprehended cannot afford his fine, or does not show sign of improving his or her behavior. Magic is dangerous and should be used with the greatest caution! The misuse of magic can often be connected to other crimes--

Summoning demons in Stormwind
Demons are monsters such as the Succubi or Incubus, Voidwalkers, Imp, Fel hounds and Fel Guards, Infernals, Doomguards, Dreadlords, Pitlords or Eredar. All demons are banned from Stormwind and are not allowed to be summoned within the city walls.
{{{ - Punishment: Imprisonment in the VAULT for 24 or up to 72 hours and will receive 15 lashings. The summoner is responsible for the damage a greater demon may have caused, and will pay for these crimes.

False pretenses
When a person or several people lie or have lied about their name, occupation, or address to obstruct justice, or to obtain information or property.
{{{ - Punishment: A fine of up to 20 gold or imprisonment for up to 12 hours. Repeat offenses double the punishment for up to 3 times.

Impersonating a Stormwind official
When a person or people act as a guard (Or take law into their own hand) or Stormwind official. Citizens may be called upon to help in the arrest or detainment of a soldier (Civil duty) But may only do so when asked, and accompanied by an official guard.

Extortion
Unlawfully obtain money, property or services from a person, entity, or institution, through compelling or manipulating them in a unwilling manner.
{{{ - Punishment: A fine of up to 20 gold AND imprisonment for up to 12, (or 24 if the felon cannot pay his fine) hours. Repeat offenses double the punishment for up to 3 times.

Blackmail
Threatening to reveal substantially true information about a person to the public, a family member, or associates unless a demand made upon the victim is met.

Vomyrism
An act of vile intent upon a person, place, or service provided by an official or other, unless, or until malice aforethought is proven non-existent by the associated authorities.

Obstruction of Justice
An act of a person or persons to delay or stop the investigation or arrest of a felony or criminal or the official authorities involved in the former.

Resisting arrest
If a felon attempts to flee, or struggle against the arrest of him or herself.

MINOR OFFENSES

Public intoxication
The act of drunk and disorderly conduct in public.
{{{ - Punishment: The fine of 15 gold or 1 and up to 6 hours imprisonment. Offenders after paying their fine must find themselves home or out of Stormwind within the hour, or may face the additional punishment of the 1 and up to 6 hours of imprisonment.

Insulting a Stormwind official on duty
Insulting or disrupting a Stormwind guard or official during the course of their duty.
{{{ - Punishment: A fine of 10 gold. Upon repeat offenses, or inability to pay, the offender may be locked up for 1 and up to 6 hours.

Obstructing access to a public area
Unlawfully denying access to a public area or building for the public or officials.
{{{ - Punishment: A fine of 10 gold. Upon repeat offenses, or inability to pay, the offender may be locked up for 1 and up to 6 hours.

Harassment
Behavior from a person intended to disturb or upset, or be found threatening or disturbing.
{{{ - Punishment: A fine of 5 gold. Upon repeat offenses, or inability to pay, the offender may be locked up for 1 and up 6 hours.

Fraud (Conning)
Intentional deception made for personal gain or to damage another individual.
{{{ - Punishment: A fine of 10 gold, inability to pay, the offender may be locked up for 1 and up to 6 hours. Repeat offenses double the punishment for up to 3 times.

Smuggling
To trade merchandise illegally without having a Trader's lease for selling items within the kingdom, and to trade stolen properties to other parties.
{{{ - Punishment: A fine up to 25 gold AND the removal of pinky finger. If the felon repeats his crime he will gain another fine of up to 25 gold and he will be branded.

Illegal Goods Distribution
To sell or give away goods that have been marked as illegal by the King, the Merchant's Guild, Stormwind Council or the Church of Holy Light.

Unpaid Taxes
To have failed to pay the taxes several without notifying the Minister of Trade of why and having documentation of this will result in one or several punishments.
{{{ - Punishment: Failing to pay the tax once without notification will result in an additional 25% tax payment. Failing to pay the tax several times with notification will result in an additional 50% tax payment and removal of property.
Refusing to pay taxes will result in additional 50% tax payment, removal of property and jail up to 24 hours.
