I vote for neither, and ask the question- Is there any NEED for more moderators? If so, wouldn't it be more appropriate to choose people depending on their active behavior on the forums rather than who's the most famous kiddie among the kids?
Just because you're liked doesn't mean you're going to make good decisions once in a specific position.

This actually seems like a good idea. Makes sure that the people that are nominated are also willing to do it, and those willing to do it are nominated.

I think he means that it'd be easier if those who would be willing 'sign up' and say they have the time to do it; then, the people get to vouch / nominate the moderator by using the poll system as this is a possible (not meaning it will happen or it definitely should, at all!) more cleaner way to count 'vouches' or 'nominatings'. It does not, however, imply that the winner will become the moderator, but the results can more easily be reviewed by the moderators for discussion. Just a suggestion.
