As for the is lordaeron a state. No. The Alliance does not recognize Sylvanas' right to sovereignty, so they cannot count as the Kingdom of Lordaeron. And Calia Menethil, the heir to the throne is missing, and without her, and without the capital the Human Kingdom cannot exist politically. Well, unless there was a government-in-exile.))

((I would not say that recognition by the Alliance is necessary for someone to occupy the throne of a nation. Just like recognition by the Horde is not necessary. Lack of recognition doesn't mean that "they cannot count as the Kingdom of Lordaeron". Then there's also this little issue of differentiating between recognizing a government and recognizing a state. The Alliance might not recognize Sylvanas' government as the government of Lordaeron, but thereby it does not deny the existence of the kingdom of Lordaeron. Another option is of course there being a successor state to the kingdom of Lordaeron. What it's name is, I don't know. Maybe exactly the same. For what it matters, Sylvanas herself does recognize her domain as being a kingdom and one can easily deduce that it is named Lordaeron. Though she is so nice as to also acknowledge that the Alliance disputes her, and the Forsaken's, claims to the kingdom/the lands.))

((Of course not, what Imeant is the undead occupy Lordaeron. So I doubt the Alliance wants to recognize them as the Kingdom of Lordaearon.
