Everyone take a step back and have a breather!
The council works, Raene, it provides a decent amount of structure and allows for crimes and events to be carried out through RP means.
A bad guy shouldn't be strolling around the city untouched. It makes sense for someone to be punished, it wouldn't kill RP - it would improve those people who want to rp something evil. It should be subtle or they should hide behind laws to make them untouchable etc.

There are no intentions to force any rp on anyone, and I'm quite sure I've mentioned that in the setup discussions.
The intention is to provide. Some examples that come to mind:
You think one of the laws needs to be changed? Look there's a council where you can make your case now!
Or the prosecutor and the judge, not just to add to rp centered around crimes, but it could also be an option if there's a dispute over who owns the rights to sell a certain types of goods.
Run into trouble with Undercity law enforcement? Maybe the Belf Legal team would be up to the task?
At worst, it'll be something fun for a few to spend some time on, at best it'll also add some interesting turns of events.

Kristeas, your neutrality is an inspiration to all the posters here yet I still have concerns.
I'd just like to make sure that a certain few individuals on this council make sure that what you've just said is at the very heart of what this council is for, and keep it that way. Instead of making Silvermoon about;

Well, this is a huge aspect with regards to society in Quel'Thalas. Indeed, it is one of the core principles under which Blood Elf society is 'organized'. It does, and should, play an immense role when RPing in Quel'Thalas. That is not to say that it need necessarily be at the forefront of your RP, or even mentioned, but it should always be in the back of one's head.
From an outsiders perspective I would say that the Council, if the councilors play their roles well, will improve upon this aspect and create a more 'active' state which will improve RP.
Also there's one obvious point of contention in the part I've quoted, that regards just how 'bad' the government of Quel'Thalas is. Is it totalitarian, or authoritarian? There's a difference, but for this discussion it's largely irrelevant. I just felt like taking note of it.
