That's exactly how/why. People should have the means of contact to query, I get guest PMs from time to time on other forums for example when I reject someone's attempt at registration (because I believe it to be spam). Doesn't happen often granted (I use some other services/means to check if things are likely spam/bots).
I know there's a difference between an attempt at registration with an actual account, and a guest account which isn't registered. But I see no real reason for people to to lack a means of PMing. Even as guests. Unless there's a history of mass spamming by bots or something. Then it'd make sense.
Might be people are selecting usergroup. Infact it must be that, if the PMs are selective (as the one from Morgaan seemed to be).

I generally block that option right away and I even increase the difficulty to register most of the time. If really needed, you can have 1 forum where guests are allowed to post. A forum is easier to ignore and moderate than a PM which often tends to be tied to someone's mailbox.
I can count the number of people that struggled with it on one hand over a span of 8 years and roughly four forum communities, including one for my 'old' raiding guild.
That number doubled in the last months when I set up 1 forum for wow players of my 'new' rp guild. Perhaps the technical competence of people in raiding guilds has a higher standard... Or maybe roleplayers are taking their roleplaying a step too far. *imagines a roleplayer trying to fill in his registration form and rolling a dice to determine what he'll enter. He rolls a 12 and decides to fail his registration. He then rolls 80 on the 'resolution chart' which means he should PM someone.*

There are certain sexuality concerns when someone posts a picture of Jeremy Irons (young even) and tags it "wonderful" with such enthusiasm ;o
Also, yes, people should have means to communicate pre-registration. A lot of issues may come up that block them out, a forum bug, not knowing the procedures, etc etc. Mass-PM'ing could indeed get disabled, but PM'ing disabled overall? No, I wouldn't say so.

As for making it bigger than it is, maybe. But in my experience, spammers/spambots only increase over time and only reduce as you tighten the screws on your security. It's hardly alarming at this point though.
