This is true to a degree. The gnomes however did inspire most designs and continue to do so.

Not only do Gnomes inspire many of the designs, but I fail to see exactly what you mean by the term "useful". True, Dwarves may create a variety of military weapons and inventions without the aid of a Gnome, but Gnomish inventions have something that Dwarven inventions mostly lack - Practical, everyday use.
To quote (twice) from WoW Wiki:
Dwarves and gnomes are the true masters of steam and brass; for them, forge and artifice has always been a way of life, and technology presents new challenges that magic never has. The ability to craft magnificent weapons of destruction appeals to the dwarven sense of war, and firearms have become a respected aspect of their culture. Dwarven riflemen are feared, and their steam tank crews are also given tremendous respect for their skill in guiding their magnificent weapons of war. Gnomes on the other hand are more concerned with the practical applications of technology, using it to craft all manner of sights, scopes, helmets, constructs, and a variety of devices with odd uses, from targeting dummies to clockwork chickens. Unlike the dwarves, gnomes think of technological items individually instead of socially. Where a dwarf might envision a force field generator as a way to protect his people from invasion, a gnome would look at the device as a way to keep him dry in bad weather.
Whilst you still may question exactly how "useful" that is, I'd like to remind you that the Deeprun Tram running from Ironforge to Stormwind was made solely by Gnomish Invention (more accurately, Gelbin Mekkatorque and, allegedly, only four other Gnomes) and, without it, there would be little way of transportation between Stormwind and Ironforge other than a very, very lengthy hike or through limited Gryphon Transportation (which, like the hike, would take days, possibly months, and would only carry one person). The Deeprun Tram offered mass-movement of people from one area to another free of cost, and was most certainly appreciated by Magni (As, at that time, he trying to lend aid to the humans to rebuild Stormwind - and rather sluggishly, I might add).
Just been robbed? Use your Net-o-matic Projector on the thief to stop him in his tracks! Attracted some unwanted attention? No worries - rely on your Harm-Prevention Belt to provide you safety. Need to hide in the smallest of cracks? Use the World Enlarger to enlarge that crack (and everything around it) one hundred fold! Need to get somewhere quickly? Grab your Mechanostrider!
Examples of Gnomish War Machines can, however, be found in the Gnomish Submarines, Bombers, Flying Machines, Death Rays, Spider Tanks, Sky-Engines, Whirligigs, Crowd Pummelers, Steam Golems, Arcane Nullifiers, Lightning Generators, Universal Remotes (to control enemy technology) and the various other "Gnomish Mechs".

To be honest, I think whoever designed him is abit of a prick.

He looks like a so silly, and seems like some sort of Blood elf fan boy with some animal skin there for MANLINESS!
If you want a fierce leader, you have to remeber he's a leader of a kingdom. Give him a cubic buzzcut and some more simplistic armor. and you have on bad ass soldier-king. More warhammer esque in some senses. But currently, he just looks like some wild man
