Considering how few people actually use flying mounts in RP (and of those who do, how few use them in the city itself), I don't really see much of a problem. In seven years on the server I don't think I've ever ICly flown through Stormwind City air space. Occasionally use them outside of it, but never inside.
If it was restrictions on ground mounts I'd agree, but not with flying mounts. Black Hand are some of the only people that actually regularly use them IC, in my experience.
And for the most part this is simply for immersion purposes, as the enforcement and such will all be happening off-screen. It's to give people something to RP about, and as a logical response to the constant "corpse drops" since stronger patrols didn't stop them. It's also only going to be temporary.

However, how do you arrange travel plans from say: Redridge or chillwind point to Stormwind using your own gryphon?
I.e: how do the aerial guards or the office of the flight master in stormwind get alerted to your coming?
considering the fastest, mount available is the flying mount... and well, if the guys i need to arrange it with, have access to portals, i'd take the damned portals. Considering those crystal communication things are rare, for them to be present in every flight-masters office. Or are we imaging flight-masters suddenly have continent wide radio's to their disposal. solely for this move to make sense?

And getting permission anywhere else but stormwind, won't inform stormwind officials that you're there and using the space until you are using the space, meaning you'll get escorted outside stormwind again...
