This Saturday night, Captain Magnir and his current crew will be at the Pig & Whistle Tavern starting at eight bells! If you think you have what it takes, you are welcome to come and have a quaff with us! Hells bells we may even buy you a pint! So shake off the feeling of unsatisfactory labour and come sail the seas! See the sights! Get the girls!

It's an official poster, however the use of the word 'plunder' is used to imply the Horde. AFter all, pirates don't advertise in a city!

My point is, it's not illegal, Stormwind's Navy shouldn't care if we plunder tombs in lands that have nothing to do with them.
