Soldiers of 157th 'Wild Tempest' Company left stationed on Azeroth have engaged in a skirmish with Blood Wolf Clan by entrance of Blasted Lands. While majority of the Company is beyond the Dark Portal, i have ordered the soldiers left back on Azeroth aboard 'The Stormbringer II' to keep track on the Clan movements and assault whenever opportunity. By the evening in the 19th day of November, A squad was sent to lay ambush by the narrow path leading from Swamp of Sorrows to Blasted Lands, led by Sergeant Highridge. Of the 9 soldiers sent, only Sharpshooter Tinkerbolt returned to give report of a well-laid ambush that ended up in fiasco.

The Blood Wolf Clan, according to her report, had walked right the path into Blasted Lands when she aimed a shot to the large orc presumed to be the chieftain. Her shot missed narrowly, hit the chieftains worg instead. She had to make a hasty retreat deeper into the swamps to avoid being spotted and found. To her satisfaction, she soon heard the echo of explosions sound soon in the air; The Clan having hit the tripwire to set off the explosives hid by the path. Proceeding further the pre-planned route up the mountains, to get to a position for another shot. She could hear the sounds of a modified Sky Golem, one of the models acquired during the Siege of Orgrimmar attack the orcs, piloted by her brother in battle against the Orcs. The Golem fell in battle just when she got over the ridge to see. Shocked by the death of her brother, she regardless took another aim at the Chieftain only to have her riffle malfunction. While she was trying to fix it, Sergeant Farstrand lead his assault against the Blood Wolf Clan who were battered by the golem and the trap already, perhaps to straight. His entire squad was slaughtered by the Blood Wolves while Tinkerbolt was still desperately trying to get her riffle to work, no avail. The savages even nailed and hung the Alliance corpses around the entrance to Blasted Lands while she remain in hiding, trying to not be spotted. The Clan then proceed to Dreadmaul Hold in north-west corner of the Blasted Lands.

I have ordered Soldiers to avoid direct engagement after the one-sided slaughter of the infantry troops, make use of long-raged bombardment using Mortar Teams, The Stormbringer II cannons (if in range) and a Steam Tank loaned from Nethergarde Keep, preferably from high ground with Infantry barricading and defending the locations of firing. Mines and Traps will likely be to difficult to place un-noticed in the open ground. Gyrocopters are going through maintenance to provide resistance against the lighting in the surroundings of The Dark Portal, and will not be employed before the maintenance is finished.

I will do my best to ensure The Blood Wolf Clan annihilation. Unless you have anything else for me, i do have a request for you: To send a group through the Swamp of Sorrows to remove the corpses of our fallen comrades by the border of The Blasted Lands. It is not a sight i wish my own soldiers to see themselves, the faces of their fallen comrades. They will need every ounce of their courage for the confrontations yet to come.

What you and your troops did last night was very upsetting to witness. As a gnome who always have seen the orcs as race who always honor their word and pride themself under just that, their honor, it makes me very curious and worried that you could play such a low trick on us. We of the Alliance thought and trusted you that we could uphold a treaty till the Trail of Garrosh Hellscream was over and then, hopefully, could have turned it into peace between our two factions. Yet last night I saw you lead your troops on unsuspecting guards of an island with towns under the banner of the Alliance. I only ask you: Why? Was this the only way to settle this? No talk of negotiasions or war councils? Did it have to be that you played a cheap trick on an unsuspecting island? Apperently you slew and burned everything you could. It was disgusting to witness.

We respected you after the Siege of Orgrimmar. Saw you as a good general who could help us bring peace in Azaroth. Remember that Garrosh Hellscream would not have been brought down without us, and the same goes for us. We had what looked like a great opportunity to find that peace. Instead you go and dishonor your word. It's a shame, really.

I wish that you answer this letter in a formal matter and also that you ask yourself what you are doing. I thought more of you, Cheiftain.

What I have to tell you is of grim news and is not to be read by anyone else but the Spy Master of the Alliance.

I was out on a scouting mission along with a friend of mine called Bavragor Stormbrew, Mountaineer, our mission was to find out what had happened to the prisoners of war that had vanished in the north. We found them at Farson Hold in Tol Barad, the only thing that is left of them is flesh, blood and bones.
They have not been turned into the Forsaken, rather massacred. They had been locked down on the ground by chains and shackles and had been shown no mercy from what we could see. The place reeked of black magic and we recommend sending a few paladins and priests there to clean it up.

I hope this report helped in a way and that the poor souls there will get the rest they deserve.

Accused:
Kaliara Bucketsworth, around 25, blonde, born in Stormwind, no profession, has not been working with any criminal organisation in the past, she confessed to her crimes.

Charges:

1. Possible: Treason or High Treason or Defamation
It is possible that the accused has used the forbidden items, cross-eyed sovereigns, that were stolen from a high ranked officer on duty and a Kingdom’s official Sir Aramal Blackstone.

1.1 High treason
Involvement in attempts on His Majesty King Varian Wrynns life or directly aiding foreign powers considered enemies of the kingdom of Stormwind through any means.
1.2 Treason
Attempts to undermine the rule of His Majesty King Varian Wrynn trough undermining, exploiting or violently opposing his officials or institutions.
Punishment for either: banishment or execution in the presence of the ministry.
3.9 Defamation
Verbal attempts, including written versions, to challenge the authority of the Crown or its representatives.
Punishment: a fine of 10 silver or up to 5 lashes.

2. Armed Assault
Attack on a noble, Lady Fiyara Emberkin, and city official and high officer on duty Sir Aramal Blackstone.

2.1 Armed assault
Attacking a Stormwind citizen or an ally of Stormwind with use of lethal weapons or dangerous magic with the intent to harm or kill.
Punishment: confinement of weaponry, a day in jail, 5 lashes and a fine of 20 silver. Repeat will result in stripping of rank, being branded with the letter "A" (assault) etc.

3. Contempt of court
Attacking guards on duty while trying to bring the accused to arrest. Victim: Sister Lisanne of DoL. Witnesses: Sir Ragnar Thyndressen, Sir Aramal Blackstone

2.4 Contempt of court
Repeatedly disrupting or preventing the work of a Stormwind official on-duty.
Punishment: a day in jail or 5 lashes.

4. Severe harassment and Threatening
The accused called to threats on multiple occasions while in arrest.

3.4 Severe harassment
Disrupting a Stormwind citizen or ally of Stormwind through severe physical or verbal actions.
Punishment: a fine of 10 silver or up to 5 lashes.
3.14 Threatening & bribery
Bluffing, bribing or threatening another with lethal or non-lethal means, through voice or actions, with coin or others, with the intent to lure information or deeds from the victim.
Punishment: a day in jail or up to 5 lashes.

5. Theft
The accused assaulted Lady Fiyara Emberkin with the use of a knife, threatening to kill her and demanding her and Sir Aramal Blackstone’s pouches. The accused also attempted to rob Richard Banks of The Shady Lady.

3.11 Theft
Stealing the property of a Stormwind citizen, the kingdom itself or an ally of Stormwind.
Punishment: compensating the victim for the value of the items stolen trough coin or labour and/or returning the stolen property. In cases deemed more severe or in case of repeated offenses a hand or individual fingers may be removed, or one can be branded with the letter 'P' (pickpocket).
4.1 Attempted crimes
A crime that was attempted but did not succeed is still eligible to be punished as a crime that has succeeded.

The accused seemed to be unaware of the consequences of her actions. Miss Bucketsworth attacked a noble knowingly, not paying much attention to the fact she was accompanied by myself. The accused wounded the said noble, Lady Fiyara Emberkin, in her tight, just after she was given what she demanded – pouches with coins. She didn’t know, that my pouch was filled with cross-eyed sovereigns that I had collected from local merchants recently and was about to bring them to the Royal Bank of Stormwind for reminting.
When Miss Bucketsworth was caught, she attempted to rob another citizen, Mister Richard Banks. She was found with just two cross-eyed sovereigns, so she used them or hid them.
While under arrest and during interrogation, the accused did not changed her attitude towards me, calling to threats, swearing, and refusing to comply.
There is no crime record connected to the accused, however, she did confess to the fact that she has no job and she lives from stealing.
The only known relative is Estalda Bucketsworth, 14, born in Stormwind, her sister. She was found after the arrest, and took to the Cathedra, where she recover from malnutrition and illness.

The letter have no sender. The envelope is of industrial made paper, extremely common and ordinary. The ink used to write the address is likewise ordinary.*

*Within the envelope is another envelope. This one is simply addressed to Steyen Duskblade. The wax seal that closes the envelope bears the symbol of a blue flame. This envelope is made of another quality of paper that is slick to the touch and interesting enough, both water and airproof. The ink seems perfectly ordinary. No magical energy seems to be present in the envelope or in the letter within.*

*Cracking the wax seal and opening the curious envelope reveals a letter inside. If the second envelope seemed unusual, the letter itself breaks all the norm of ordinary. The paper used seems parched and fragile. The ink used is of a hue of blue and smells slightly of alcohol. The letter is written in simple but fine handwriting.*

Good Steyen.

Things have spiral out quite far from what was originally agreed, don't you agree? Last time I remember, you were interested on striking a deal, knowledge in exchange of wiggling out a pardon for a certain someone. I waited and waited but ah, you sent me no letter. And I who were so expecting forward to our meeting in candlelight, discussing matters of the dark without neither ones associates standing out in the open or lurking under magical cloaking. Alas, the dreams that we have - roughly half of them ends up buried. Amongst them this meeting of ours.

There is more that I find curious. Not only did you chose to ignore me so coldly, but you ended onto two ends of conflicting opinions with my associates in Tol Barad Peninsula, amidst a most charming graveyard from what I hear. You could have at least sent me a letter, demanding an explanation, or the knowledge gained surrendered. But no, you found it more fitting to brand my entire gathering of like-minded fellows as outlaws and cultists. I can assure you, we are only the former, living "outside" the "laws" of Alliance.

Last time I saw, Tol Barad was not an Alliance town but a pesky little isle in the middle of nowhere that both the Horde and Alliance would, oh, just love to possess to gain a militaristic advantage. Yet, the area remain contested and as far as I can see, in a standstill. Those of mine did commit no crime on Alliance territory and nobody that you would miss got hurt.

It seems that the Alliance trend is to brand whoever that happens to cross their paths with crossing interests as an enemy of the state. Quite a healthy diplomatic approach to have, that is. Not excluding the armada and armaments that climb as high as to shadow out the sun and all light even if one gets as far as to "negotiate" with the mentioned world-power.

Does hearing this make you still wonder why some of us, those with sufficient power and knowledge chose to split off from the Alliance? Oh, I can assure you, we tried to fit in. We tried to blend in and play by your rules, yet all that we got was scorn and spit upon our faces - no matter how nice we try to be.

Yet, while you did not see fit to ask for an explanation onto why The Azure Flame was to Tol Barad, I shall grant you that.

My associates were on the island, as part of my suggestion, to which they agreed. The cult in question whose camp we wrecked was one I had been doing negations with. The Azure Flame seeks knowledge and does not discriminate the source. In my negotiations, it turned out pretty soon that the entire "cult" was only a gathering of imbeciles following blindly the orders of their extra-mysterious "master". Since the whole lot struct me as the crazed sort, I did propose to my associates to take them down - for the good of the world and to expand our own knowledge while at it.

In that regard, I must say that what they tried to do: create constructs of bone, infused with the souls of the innocent (or whoever poor sod would end to their hands) turned out to be extremely impractical knowledge to us. There is not a single practitioner of necromancy in our ranks that would be interested of binding the massive load of souls to create such an aberration. Not only such is immoral, but our interests are scholarly, not raising an army. Where would we be needing such? Besides, trying to raise an undead army would surely irk Ebon Blade, Cenarion Circle, Argent Crusade and every other world-protecting organisation out there. That is not the kind of attention that we need. Destroying or dominating the world is not included in our list of interests.

While still on the subject, my associates did bring one of the dark-robed fellas whose camp we razed alive to our stronghold, hiding him from view before you and yours showed up to the site. I must say, he had quite the self-destructive tendencies. Apparently, failing your master means that you are unworthy to live, lesser than a worm and not deserving to live. While tearing his memory into pieces, I did come across the face of his employee. A pretty dead looking Blood Elf, a bullet-size hole decorating their once-so-fancy forehead. Our dark-robed friend remembers his boss making reference to "the Damned" in a sense that I presume means more than reanimated deceased people in general. If you can make any use of that knowledge, feel free to!

And yes. Our friends, whom camp we razed, were definitely a cult. Following "the Master"'s word and whatnot. Let me elaborate what is the difference between "them" and "us", as you and your associates to the Senate have this awful tendency to fling the word "Cultist" into places where it does not belong.

A Cult is a near fanatical sect that follows a religion, deity or belief. Can be Light, Old Gods, Loa, The ancient spirit of the Oak or whatnot. A mysterious master also qualifies, if one worships that thing.

We worship nothing. We follow no religion. We bow to no Master. Thus, we are not a Cult.

What the Azure Flame is a 'Collective'. A loosely linked group of individuals, connected by our interest to magic and our will to remain unbound. We bow to no king or queen, leader nor tyrant. Each one of us is free to pursue the path of their choosing without restrictions and discrimination. While this obviously does sound reckless and dangerous to you, we do self-regulation in place and decide internally if some of us have step out of the line and became a risk for the collective. None of us are a supporter of mindless slaughter, madness or stupidity - and we like to keep it that way.

We left the Alliance knowing that the faction would not accept our ways. We have kept out. We have stayed away. Yes, we have stayed to Westfall. Yes, we kept a gathering point to Dun Morogh for a time. Those were only temporary solutions, never meant to be permanent, although our departure from Kharanos got a slight shove after quite horrendously failed negotiations with Senator Bavragor. You can't expect me to consider it my duty to oblige to a demand of a Senator to create anti-magical bullets through my skills in enchantment when I am the Speaker, the public face of a collective that -expected- the Alliance to turn against us at some point. It's like you handing a dagger to the hands of an Orc to be used to stab you in the back later. That is where my official "Outlawfullness" started, after we made a quite blasting departure from the "hospitality" of Ironforge, regardless of whether you want to believe this "slippery tongue spilling lies about senators" that the Ironforge Officials oh so lovely worded.

Spread posters all around Khaz Modan for what all I care. We don't have the 'slightest' of interest in that area, whether you chose to believe me or not. We have left the Alliance for good, without the slightest of intention to ever come back, "ask forgiveness" or whatever disillusioned thoughts you might have.

Not a single denizen of Khaz Modan have seen the symbol of blue flame in nearly a year, and if destruction of Khaz Modan is what you are after, issue a call to the Twilight's Hammer or The Burning Legion instead of us. I am sure they'd be more than happy to raze the mountain-kingdom to the ground for you.

What more, The Ironforge Senate have issued a bounty not only on me, but to my associates. Let me warn you, they 'tread on dangerous waters'. We have kept away, as far as we can from the Alliance. Our paths cross once, and the Alliance decide to start hunting us. Like a cornered beast, chase us long enough; we will turn and bare our fangs.

You do 'not' want that.

Have you ever felt desperation? To have your life crumble all around you, leaving you with nothing? You probably have, as a Death Knight. I to have seen that. I have both felt and witnessed that. My Master Drustai, the second most powerful individual necromancer on Azeroth, rivalled probably only by Amal'thazad, the Arch-Lich of the Ebon Blade, was inches away from turning all of her knowledge against the Alliance. All that because an Alliance Judge saw it fit to turn against those whom you cared about, instead of her. If not for me standing by her side, she might have just done that.

Likewise, those under The Azure Flame are now my family. They may be the most dysfunctional family ever, but a family nonetheless. I will take whatever action that I need to protect what I have built. It have so far mostly meant about staying out of reach, but I am willing to change my approach if needed.

Firstly, I would like to offer my apologies for not having contacted you sooner. With the return of the legion to Azeroth in full force, I have found that my time has been mostly been occupied with doing my part in this war, as well as continuing my search for Baelzar and the knowledge needed to permanently end the dreadlord. It is for that reason that I have not visited in a while nor sent a letter.

There are a few things to discuss. I have relocated myself to the Broken Isles temporarily in this search, and have found several new and interesting things worth of note. Attatched to this letter should be several herb samples for your study. Namely they are Aethril, Dreamleaf, Fjarnskaggle, Foxflower and a rarer sample of Felwort. There is another herb on the broken isles, namely Starlight Rose, but it crumbles to dust in my hands when I try to gather it. If you know of how to correctly harvest the herb, please inform me.

I thought that you might like these samples. However, I do want you to please take some to my residence and plant them within one of my spare planters. Also attached to this letter should be a map of thunder falls with an X to mark my place of residence. Feel free to help yourself to anything in my house if you need it. I will try to send more samples if you wish of these herbs, as well as a sample of Starlight Rose as well if you want. I do ask for any notes of research that you can find from the herbs though.

Unfortunately, not all of my news is positive. I overheard a pair of Illidari discussing another of their members who is hunting after me. They are closer than I thought, and know of our work in the Freelancers. I fear that he will soon learn of my residence, and when he finds that I am not there, he will come looking for you. Please, remember my words on our last meeting. We have never met if he asks.

On the news of the dreadlord I am hunting, there is little unfortunately. The demons that I have questioned so far have either said nothing, or have given me obviously misleading information. It feels as if the dreadlord has not crossed into this world yet, but I know that he would not pass up on this opportunity to come into the world.

I will try and visit soon if I can, otherwise I will try and keep in contact via letters such as this one. If you need to contact me, I will be staying at the Legerdemain Lounge within Dalaran City.

Greetings.

My name is Skarain Feirand and I represent The Azure Flame, a neutral faction making their home in Northrend. Since the coming of the Legion, my faction have chosen to emerge from an otherwise solitary existence and take an active stance in the events of the world. A part of that is to make ourselves known.

I write to here now, for I seek to open diplomatic channels with the Kingdom of Stormwind. While we are not a part of the Alliance, nor do we seek to be, I find it beneficial to at least be in friendly relations with the other kingdoms and factions, to open up possibilities in matters such as Trade and working together towards a greater good.

Now, before you ask, we are aware of our reputation in the Kingdom of Khaz'modan. Work is being done in order to redeem our status and find more common ground. We, The Azure Flame, do not desire to be at odds with the Alliance or the nations that belong to it. It does none of us good while there are greater problems, namely the invasion of the Legion at hand. Of course, politics are not something to be rushed, so the Senate will raise up the topic again in their next session, 20th of October.

According to Lord Lightbringer, who serves the kingdom as a Magistrate, whom I sought for law-councel, as the incident happen outside the Jurisdiction of Stormwind, the matter could not be settled under normal stormwind justice. According to him, matters as this have previously been handled as case-individual, with an Alliance Marshal acting as the judge.

The man-hunt for Kain Templeman, which originally led to the incident, was also issued by the Council of the Six of the Kirin Tor, a Neutral faction, and not by the Stormwind ministry of Justice. I would argue on whether a guard present on a man-hunt outside of Stormwind territory can be considered a guard on active duty, but rather a soldier of the Alliance.

Any case, I possess a temporary residence in the Legerdemain Lounge, Dalaran, so any letters can be sent to that address. As I mentioned earlier in the letter, I am willing to co-operate in the matter and attend to negotiations when needed.

Most recent, my wardrobe have consist of a white-and-gray robes with light blue crystaline patterns representing azure flames.

As for the slippery tongue, I do neither admit or deny that, though I would let you know that the original posters were written by a senator who attempted to murder me in cold blood, for refusing to produce anti-magical bullets for the kingdom of Ironforge, so I would not trust the word of the old posters to much.

Sir,

As you are aware there was one or more incidents at the market this Friday.

Miss Selsi, a recruit, had a pair of magical socks stolen from her person. A card, the eight of spades, was left by the thief.


As you are aware another recruit reported an incident where a pandarion was on the ground lifeless. By the time I arrived with armsman Yannim and two recruits the pandarian was standing. My impression at the time was that Skarain Feirand had attacked and injured the guard, (the aforementioned pandarian) and as such I posted a wanted poster. I stressed at the time that she should be brought in alive.

I would appreciate your advise on how to proceed. I am unsure if the confusion at the market was intentional, but my instinct is that not all involved were totally honest with me.

Council members and Guard Captains.

I (Narin) have given some thought to the trial of volunteer guards, and believe that an outline of arrest procedures might be useful. I enclose a few notes as to my thinking, for you to consider and maybe discuss at a convenient time.
If the council and guard feel this would be a useful addition to the proceedings, I will take input from discussions a draw up a more formal document.


Draft Guidelines for arrest and trials, for discussion: concept only

People held on Suspicion of having committed a crime:

Someone can be held on suspicion for 48 hours. Flight risk or violence in cell, no flight risk and non -violent house arrest. This period can only be extended by a Judge or the minister of Justice.

This time to be used to gather evidence to be presented to guard captain or judge depending on severity of crime.

For minor offences:
Guard captain decides on verdict and sentencing. (within the published laws)
First line of appeal is to another guard captain.
Second appeal to a judge (exceptional circumstances, for example unclear law or various possible interpretations)

For repeat minor offences (third strike)
As above but the guard captain may choose to refer the matter to a judge for more severe sentencing.
Appeal is to a judge (exceptional circumstances, for example unclear law or various possible interpretations, accusation against guard or captain for harassment etc)

For serious offences:

The formal arrest to be made within the 48 hours. A judge must be contacted and a date set within 1 week. The trial must take place within 2 weeks. If this cannot be arranged the guard captain must issue a penalty within their remit.

Arrest procedures:

The arresting guard(s) can only use the minimum force to detain the suspect. The demeanour of the suspect should be recorded. (Did they resist or cooperate).

Where possible, interviews of the victims should be given at once. If this is impossible, they should be completed at the earliest opportunity and the reason for the delay recorded.

Depending on the severity of the crime a guard captain or judge should be notified of the incident within 1 day.

There have been six or seven piles of dead rats left near the canals in Stormwind. The rats have their internal organs removed, probably by a person with skills in butchery or medicine. Whilst there was no obvious signs of foul magic, samples are on their way to the minister of magic and the minister of internal affairs.

I ask the guard units to increase their patrols and watch for signs of this activity. I ask that the council fund a small reward for information on this matter.

Letter to Captains Nightfall, Copied to Captain Tudo and Shiv.

Captain and those concerned with the administration of the ninth company,

It is with some regret that I tend my resignation as scribe for the ninth company. The reasons are as follows:

Captain Tudo denied me a key to speak privately with a prisoner condemned to death. I wished to offer the solace of a confession, and talking through the door on such a personal matter was unacceptable to me.

I wished to offer the condemned prisoner a final blessing. To do so, I would have needed to be close enough to touch the prisoner. I was forbidden from doing so.

I find that the lack of adherence to the three tenets has increased to the point where I can no longer serve under your command. These are just the latest examples, and ones I cannot ignore.

I have every confidence that Shiv will do an excellent job of scribe. I recommend him to the position.
