Basically:
It is about the music. It's just that the taste in music tends to be very regional.
What is popular in one scandinavian nation is going to be popular in the others. What is popular in Portugal will be liked in Spain. What the czhecks like, the slovaks will like. What the Romanians like will be liked in Moldova. What the greeks like the cypriots will appriciate.
Albanians, Croatians and Slovenians have the same taste, which is also very much alike to that of Serbia, Bosnia, Macedonia and Montenegro (they were in the same country once, go figure).
Essentially, music taste is very regional. The reason France, UK, Germany and Spain gets a bit shafted here is that they more or less take up their entire region alone (plus the fact that they auto-qualificate. Meaning their songs won't be heard as many times and given less time to sink in and become popular)
The only cases that seems rather obvious as there is political voting would be Georgia (no points for russia at all. Hmm... you'd think they'd appriciate the same sort of music) and cyprus (no points for turkey at all, despite having similar taste in music)
Besides... Last year Norway won by a overwhelming majority, this year germany won by a overwhelming majority. Most of those points came from "those eastern european nations only voting for each others". Last I checked, germany and norway aren't in the eastern european area.

(Personal opinion) Norway won because the guy was "charming", not because he could sing. The same could be said about the girl from Germany. Yes, they changed the system 2008 due to the demands of primarily UK, France and Germany from the system without any jury at all which had been in place since 1998. Mind... only half of those years had been hosted in a eastern european country (the others shared between Greece, Israel, Turkey, Denmark, Sweden and Finland).

It's bollocks, either way.
Germany gives a bunch of money out to countries to save them, they get voted for.
With only 50% of the vote being from the public, may as well just give it to the politicians completely! What a waste of time, it's become.

You are aware that for the majority of eurovisions history a jury decided the majority of the points, right? It wasn't until 1998 that televoting became the norm that decided the majority of the votes (which as I said was changed into the current model 2008). The people watching have more control of the votes now than they used to.
And no, Muspel. Kazakhstan did not participate nor are they eligible (but they are members of EBU). Only nations in television-region 1 may participate (which besides europe, means north africa, Caucasus and the levant)
