Found this simply by writing "Chi" on [You must be registered and logged in to see this link.].Chi is the pandaren word for "Spirit", the same energy used by shamans to heal.[1] Monks harness their inner chi (i.e. inner spirit) to power their abilities,[2] while using their bodies as their main weapon:[1][2] Chi energy is directed to control the battlefield by enhancing own's movement and restricting foe’s, healing allies while simultaneously damaging enemies, or invoking celestial spirits to aid in battle.[2]

'Chi' (or Qi, 氣) is an ancient word from Chinese tradition that has found its way into today's populair culture in a myriad of ways, mostly trough anime and videogames. Together with the word Mana from Western scholastic tradition (and Polynesian mysticism) it has come to mean that indeterminable yet undeniable power or spirit that is part of any living thing.
This is awesome because it can be a great many different things, depending on what you want it to be. You can take the more sobre and simple approach of the martial artist who, as some of the above posters so elegently pointed out, punch things real hard, or you can take the more spiritual route of a Jedi mystic. There are many angles to approach Chi from. Have fun exploring the various meanings this incredibly rich word has to offer!
But remember, since it is supposedly a Pandaren word in this universe, it is definately pronnounced 'Om'. Or maybe 'Nom'. I'm not sure.[/i]

It is and it isn't: if I understand correctly, the whole power levels concept was Toriyama's way of ridiculing the overly-simplistic way in which fans speculated on which character was stronger than the other. Power levels are demonstrated to be unreliable and useless pretty much the moment they are introduced. Have you ever seen a scouter that didn't explode? I just used the term 'power level' because it's the more well-known concept (it having featured in a populair meme and all) and, when trying to explain what Chi is by comparing it to other things, it might be a little useless to compare it to Chi. Chi is Chi? You don't say!

Ki is the mysterious pool of energy from which the characters draw their powers and their strength, while power levels are illustrated as a crude and unreliable way of measuring Ki; power levels are never frequently mentioned because the protagonists have no interest in them, using their own senses to determine the strength of their opponent (though even that is wrong too). So yes, you're right that Toriyama came up with scouters and power levels to mock the fans as it accrued more western intrigue, but Ki is the funky shit that comes from within that makes the Kamehamehas and Kienzans of the universe work.

I always thought Chi was something like an unseen energy that's in everyone's body and that some believe can be manipulated to heal or fight. When practising Tai Chi you supposedly learn how to control it (partly)
