I'm not getting madder, you're getting dumber.
Locks were able to tank for like a few weeks during MOP Beta because of a horrendously broken glyph. There was no spec, and there was never any intent to give Warlocks a dedicated tank spec, nor make them actual tanks through a glyph.
Also, tanky =/= tank.

"Historically, warlocks felt tankier than other casters and could even off-tank some encounters. We have made an effort in Mists to recapture some of that flavor. A warlock with this glyph should feel like they are about as effective tanking as an Arms warrior who pulls out a shield and swaps to Defensive Stance, or a Feral druid who goes into Bear form. You might be able to off-tank adds or pick up an actual boss for a short period of time if the tank goes down."

Bit weird title, since they'll prolly avoid any water zones, which would include Azshara and all that shiz. And would also force them to retcon where N'zoth would be, since he'd prolly been in Abyssal Maw. Considering that, there really isn't much else "the Dark Below" could refer to which makes it perplexing. But it could also be name for some unexplored cavern world where the faceless ones are created from or whatever, or a shadow realm of sorts (though in the case of the latter, the "below" part would seem a bit out of place.)
And it's prolly not Legion returning since then it'd probably be named something akin to "Resurrection of the Dark Titan" or whatnot, in true Burning Crusade nonsensical cheesiness fashion.

Azshara or the Burning Legion. Hmm.
I loved Vash'jir, so I certainly hope for more underwater zones. They are lovely. But from what I gathered blizzard doesn't want to make any more of those. So if the Dark Below stands for Naga-expac, it will likely involve the Isles with Nazjatar being underwater inside some kind of bubble. Underwater, yet still not.
However all foreshadowing points towards the Legion, and the Dark Below does have vague connections to the Great Dark & Twisting Nether.
....unless Azshara throws it in with the Legion and next x-pack is both.

Tanky is not tank. Tanks are not tanky. Tanks are tanks. Tanky characters are by the very definition of "tanky" (The "y" signifying that they are tank-ish, not that they are tanks)
Yes, Warlocks have always been the most tanky casters. Ghostcrawler says this is intended. Warlocks have been able to abuse this design to be able to pull off some crazy feats. But just like DKs soloing stupidly insane amounts of things, warlocks being actual tanks is NOT intended. That's NOT what they are designed for. Blizzard tolerates it, because honestly, it doesn't harm anybody that The Hungering Cold managed to do Anub'Arak in Trial of the Crusader heroic with a warlock tanking. They posted their logs afterwards and the warlock "tank" took more than THREE TIMES the amount of damage that even their lower geared tanks did tanking that fight. Warlocks have no mechanics to generate aggro, so they rely on gimmic tactics to tank stuff. They have no abilities that even resemble the toolkit of a tank (outside of the standard defensive abilities that all classes have, but by that logic a priest or a rogue is just as much a tank as a warlock).
Your arguement that because Arms warriors are closer to being a tank than a Fire mage (arguably the squishiest class/spec ingame, maybe aside from arcane mages), arms warriors are actually tanks makes my analogy VERY valid. A bike is closer to being a motorised vehicle than a rubber ball is, just like arms warriors are closer to being tanks that mages are, but just as much as a bike is not a motorised vehicle, an arms warrior is not a tank. Neither is a warlock. Some times, a boss is designed perfectly to allow warlocks to abuse their "tanky caster" niche and allow them to pull the stunt off, but this is a freak incident and is not counted as an actual character role.
Also, fire mages have been "viable tanks" for exactly one more encounter in WoW than arms warriors have. Namely, High King Maulgar required a mage to tank the add with the shield, while warriors have always been required to go prot to be viable (because having the option of being a better tank is useless if you decide deliberately to not do it)
Also, if you think you're cool for speaking your mind and calling Ephitos' bullshit, you're living in some delusional world where people actually care about your mind or Ephitos' bullshit.

But for Blizz to do a zone like that they'd need to design specific underwater rules for their abilities considering the 3D space you operate in.
