Well. Right now Scuzy should be safe no matter what the decision should be as she's not in Silvermoon and they don't have an extradition treaty with the Orcs. Also, the Council was in favour of letting the Marauders take care of her, so whatever the result, Aishling can't punish her now.

I always thought Silvermoon was a totalitarian state, what do they need extradition treaties for?

It's not like we can brainwash every lawbreaker, and it'd be nice if we could go full totalitarian, but the human elfs make it not worth the effort.
In the present case there is an extradition treaty between SMC and the UC, and the rest is "No idea".

Yes that arrest certainly could have ended better for her.
ICly Starri is absent from Silvermoon until the outcome of her arrest attempt is concluded. Her visit to Shri-La visit is logged in the public Hall of Blood records for anyone who would like to get involved.
