[IC] Gilnean response to the war inquiry

Honourable representatives of the Council of War,

It fills me with sorrow to inform you that we do not currently have the resources available to join the war effort. Due to crucial reforms presently being discussed and implemented, we are unable to give this war effort our full attention.

Moreover, there are too few soldiers present in Gilneas to lend any to our Allies in this time of great need. The Forsaken are still a very serious threat, and while we recover from a civil war, we require all soldiers available.

Once we have established ourselves accordingly, we will be able to aid at last. However, we will do our utmost best to prevent any other Horde-aligned reinforcements from moving from the north.
