The law will only work for new cases. If you already have two nationalities it won't affect you.

Dutch taxation is only restricted to the Netherlands. American taxation is worldwide. You get some tax credits and stuff if you're foreign. However would I ever get American nationality I'd leave the Netherlands. Dutch passport would then mostly be useful for the Schengen zone and its privileges. It's a dream, most likely will stay one.
