They're not going to actively coral people, no. SWTOR-RP is going to be providing forum space for all the different RP communities on their site, they have no intention of only supporting a single server community.
There will likely be people suggesting everyone go to the super server, just like what happens with AD, but c'est la vie. Will happen anytime there's one server that has lots of numbers.

It's kinda olde, but if you like Star Wars + Dragon Age Origins, you might enjoy it.
