No, as, "This Protectorate can only be broken with consent from both sides." Both sides granted consent. If you are referring to only the 'Queen' can grant consent, I think the fact Saihna is not a Queen anymore is good for everyone, and that Anaei isn't a princess.. Never too late to try and return things to a little bit of normality. The authority of the consent required for the treaty went to the 'ruler' of Stromgarde, in this instance it is Seiken.
