Captain of the Guard.
The Lord Councilor of Justice isn't always able to be there when he is needed. Therefor a second in command, to lead, train, and teach the Gaurds how to interact with the rest of the Kingdom, and what is expected of them.
Guardian of the Seven.
These are the most respected among the guards. Their duty is to protect the Councilors of the Council of Seven with their lives.
Justicebringers
The Lord Councilor's Special unit of elite Blood Knights and other classes. They are to do dangerous missions, escorting the Lord Councilor, and serve the Kingdom of Quel'Thalas the best way possible. These are those people would set up beside Paladins of the Alliance, as the higher ranked elites of the Thalassian army.
Agents of the Council
The Council of Seven needs spies to gather information they couldn't gain themselves
Blood Knights.
The normal guard, goes under the name of Blood Knight. seasoned combatants of Quel'Thalas. This is the lowest rank, but the one needed the most.

Honor Guard.

Seriously, why royal, or high, call them the Honor Guard. Royal has links to the monarchy, in this case the regency, you may be operating under the regency but you're not Lor'themar, Halduron, or Rommath, they are guarded by the Royal Guard (or well, more specifically Lor'themar is, the others are just around I suppose). High also echoes the High Elves, you might want to avoid that word.

Anyhow, I think you might want to ask the opinion, perhaps ICly, of any other Blood Knights that might be on the Council, to see and approve of those who receive these ranks.

I thought about that, still I need volunteers for these ranks. I can't demand people to be a part of this.
