Already showed Braiden and Melnerag an earlier draft of this, as well as Samian. This is nowhere near complete yet, but I figured I'd put up my work in progress to get some healthy communication going.

Samian suggested that each of the ministries have a similar document, so that people can know exactly what the roles and responsibilities each of the ministries have (as well as allowing them to monitor whether the minister in question is properly performing his duties).

Also, I think people will soon regret having put an American in charge of military stuff. :3

The following is a draft of the planned changes and reorganization of the Ministry of Defense and the Armed Forces of Stormwind. Updated drafts shall be provided as they are completed.

The following document describes the hierarchy, responsibilities, and procedures of soldiers and staff serving under His Majesty The King.

CHAPTER 1. THE MINISTRY OF DEFENSE

SECTION I. The Ministry of Defense
The Ministry of Defense acts as a bridge between the civilian government and the armed forces of His Majesty. The role of the Ministry is to ensure that the military has adequate communication with the Kingdom of Stormwind and, inversely, that the Kingdom of Stormwind is able to maintain communication with the military.

I. ART. 1. Of the Duties of the Ministry of Defense
(1) The Ministry of Defense includes, but is not limited to, the following in its field of responsibility:

(a) Managing the military budget.
(b) Establishing official ranks and styles for the military forces under His Majesty and the rights, responsibilities, and pay of each.
(c) Establishing the rules and laws for the military forces under His Majesty
(d) Confirming officer candidates for Royal Commission, with His Majesty’s approval. Officer candidates with noble blood or signatory documents provided by a noble lord will be confirmed automatically unless the character history of such individual is improper.
(e) Confirming promotions for officers to the field ranks, by which includes Lieutenant Colonel and Colonel for the Army and Captain and Commodore for the Navy, with His Majesty’s approval.
(f) Recommending field officers to His Majesty for promotion to grades of general officer or flag officer.
(g) Appointing commanders for campaigns and operations.
(h) Assigning military judges over courts martial of commissioned officers.
(i) Ensuring the good and proper form of soldiers in the armies and navies of His Majesty through the codifying and distributing of training manuals, chaplains, morale activities, diet regimes, arms and armor, and any other such resource as is needed
(j) Ensuring good opinion of the military by the public through the administering of propaganda.
(k) Coordinating with senior military personnel of the other kingdoms in the Grand Alliance for the purpose enabling smooth joint operations.
(l) Communicating the desires of the armed forces to His Majesty and His Majesty’s civilian government, and communicating the desires of His Majesty and His Majesty’s civilian government to the armed forces.
(m) Convening the War Council of Stormwind.
(n) Declaring the desire for the formation of a Grand War Council with the military forces of the other nations in the Grand Alliance.
(o) Appointing and managing the Stormwind Guard

(2) The Ministry should therefore include at least the following departments and any other such office as may be needed to best carry out the duties of the ministry.

(a) THE OFFICE OF THE MINISTER OF DEFENSE
(b) CENTRAL COMMAND HEADQUARTERS
(c) THE OFFICE OF THE STORMWIND GUARD
(d) THE OFFICE OF MILITARY JUSTICE

The responsibilities provided above are extensive for the purpose of creating RP. One should not consider them restrictive and limiting, as they exist only to ensure that the Ministry of Defense has reason to regularly associate with its constituency. The Ministry should be considered larger than just the Minister, and thus NPCs could easily carry out many of the mundane tasks (such as confirming officer candidates).


I. ART. 2. Of the Limitations of the Ministry of Defense
(1) The Ministry does NOT count the following in its field of responsibility:

(a) The Ministry will not fashion or administer uniforms and armor. It is the responsibility of individual quartermasters or unit commanders to procure and supply their units with uniforms as they have decided upon. The Ministry of Defense will provide a portion of the budget to unit commanders so that they may purchase proper arms and armor.
(b) The Ministry will not directly command individual soldiers. The Minister of Defense coordinates with unit commanders, whom shall relay the Minister’s orders and carry out their tasks within their own unit as they see fit.
(c) The Ministry will not try civilian cases for which the Ministry of Justice is more suited. The Ministry of Defense coordinates military trials of military crimes. Civilian crimes, even when committed by soldiers, are to be tried under civilian court.
(d) The Ministry will not confirm nor recommend promotions for enlisted soldiers or company-grade officers. These are to be the responsibility of the unit commander. The exception to this is the promotion of senior non-commissioned officers to the commissioned officer ranks, which will require the Ministry of Defense to recommend the candidate to His Majesty for royal commission as an officer of Stormwind.
(e) The Ministry will not command the Armed Forces of Stormwind on the field. The Ministry of Defense is an executive office and is to perform necessary administrative duties. Direct command is to be tasked to individual unit commanders or appointed task force commanders.
(f) The Ministry will not command House militias. House militias are not members of His Majesty’s Armed Forces and therefore do not fall under the Ministry. The Ministry may coordinate with Heads-of-Manor to ensure smooth joint operations.
(g) The Ministry will not command Stormwind Intelligence agencies. These agencies fall under the direct command of His Majesty. The Ministry may coordinate with Stormwind Intelligence agencies to ensure smooth joint operations.
(h) The Ministry will not declare a state of war nor accept or offer surrender to a belligerent nation. The decision to declare a state of war or to accept or offer surrender rests solely with His Majesty. The Ministry may negotiate cease-fires and truces that do not result in the permanent end of a state of war, with His Majesty’s approval.

I. ART. 3. Of the Duties of the Office of the Minister of Defense
(1) The Office of the Minister of Defense is composed of the Minister of Defense, the Deputy Minister of Defense, and their supporting advisers. This includes the Chiefs of Staff of the Army and Navy, the Finance Director, the Personnel Director, the Material Director, and any other such advisers as is needed by the Minister of Defense to accomplish his duties.

(2) The Office of the Minister of Defense is to include at least the following departments in order to properly carry out the duties of the Office.

(a) THE OFFICE OF THE BUDGET
(b) THE OFFICE OF PERSONNEL AND ADMINISTRATION
(c) THE OFFICE OF PUBLIC AFFAIRS
(d) DEFENSE MINISTRY INTELLIGENCE
(e) DEFENSE MINISTRY GUARD

(3) The Minister of Defense maintains seniority in all executive fields and affairs regarding members of the Armed Forces of Stormwind, but does not exercise seniority on the field of battle and is therefore to defer command authority on battlefields to the senior commanding officer of the unit or task force present.

(4) No active member of the Armed Forces of Stormwind may serve as the Minister of Defense. Any member of the Armed Forces of Stormwind who wishes to fill the position of Minister of Defense must first resign from active duty.

I. ART. 4. Of the Duties of the Office of Military Justice
(1) The Office of Military Justice is the ministry department that governs legal proceedings and military law of the Armed Forces of Stormwind. It works with the Ministry of Justice to ensure that law and order is maintained within the Armed Forces.

(2) The Office of Military Justice is overseen by the Judge Advocate General, whom is to be recommended by the Minister of Defense and approved by the Minister of Justice.

I. ART. 5. Of the Duties of the Office of the Stormwind Guard
(1) The Office of the Stormwind Guard is the ministry department that organizes the policies and procedure of Stormwind Guard units under His Majesty. It is the duty of the Ministry of Defense to appoint loyal and disciplined units to the position of Stormwind Guardsmen, and to ensure that they perform their duties to the best of their capabilities.

(2) The Office of the Stormwind Guard includes the Royal Guard, the Aerial Guard, and the City Guard.

(3) The Office of the Stormwind Guard is overseen by the High Commander of Stormwind Defense, whom is appointed by His Majesty The King.

I. ART. 6. Of the Duties of the Central Command Headquarters
(1) The Central Command Headquarters discusses and dictates strategic and tactical operation of the Armed Forces of Stormwind.

(2) The Central Command Headquarters is is comprised of the senior operational commanders of the Stormwind Army, the Stormwind Navy, and their joint staffs.

(2) The Central Command Headquarters is overseen by the High Commander of the Joint Forces, whom is appointed by His Majesty The King.

I. ART. 7. Of the Shadow Cabinet
(1) The Shadow Cabinet are the combined intelligence services of the Kingdom of Stormwind. The Shadow Cabinet works with but is not under the authority of the Ministry of Defense. It is instead under the direct control of His Majesty The King and answers only to him. The Ministry of Defense will alias with the Shadow Cabinet to ensure the defense of the Kingdom of Stormwind.

(2) Should a Shadow Cabinet operative be directly witnessed committing a criminal act without proof of authorization, it is the right and proper duty of the Stormwind Guard to detain the suspect until a senior Cabinet operative is able to verify or condemn the activity. Any operative that is detained is not required to remove their headgear or state their name, unless authorized by a senior Cabinet operative, and may only be confiscated of their weapons and similar devices. Should a senior operative condemn the suspect's actions, they are to be punished according to proper law.

(3) Should the Ministry of Defense be compromised by forces disloyal to His Majesty, or if the Ministry in any way shows a traitorous character, it shall be the right and proper duty of the Shadow Cabinet and the Stormwind Guard to detain or otherwise eliminate the rogue elements. Should this result in the destruction of the Ministry of Defense, the duties of the Ministry will fall to the Shadow Cabinet and the Stormwind Guard until such a time that His Majesty authorizes the formation of a new Ministry or replacement organization.

SECTION II. The War Council
(1) The War Council is a meeting between senior commanders from the armies of Stormwind, the armies of allied powers, and the armies of friendly non-military belligerent organizations, which includes House militias, mercenaries, and knightly orders.

(2) Two forms of War Council exist: The War Council of Stormwind, and the Grand War Council.

II. ART. 1. The War Council of Stormwind
(1) The War Council of Stormwind is a war council in which only commanders of units from local armies and militias are summoned to discuss military policy, procedure, and strategic plans and operations. It shall be called at least once monthly, to ensure good communication between Stormwind's military and militia.

(2) Each War Council shall be presided by the Speaker of the War Council. The Speaker shall be the Minister of Defense, or in the absence of the Minister of Defense, the senior commander present for the War Council. The Speaker is to ensure that each session of War Council is conducted in an orderly fashion. The Speaker may recognize speakers, call for silence, call for recess, and to adjourn council proceedings upon the conclusion of discussion or expiration of time.

(3) Only a maximum of two representatives from any one organization may attend. At the behest of the Speaker of the War Council, this limit may be increased to a maximum of one representative. Should the limit be changed, this must be noted to attendees prior to the date of the War Council of Stormwind.

(4) Representatives from non-Stormwind armies and militia may or may not be allowed to attend, at the behest of the Speaker of the War Council. Non-Stormwind personnel will not be allowed to vote in the proceedings, but may observe and speak if permitted by the Speaker. Non-Stormwind representatives may be asked to leave if their observing would be contrary to Stormwind security.

(5) Representatives may normally speak freely on the topic presented by the Speaker, unless the Speaker calls for silence. If the Speaker calls for silence, then no representative may speak unless recognized by the Speaker. To be recognized by the Speaker during a call of silence, the right hand must be raised to indicate that one wishes to speak. The Speaker shall acknowledge the representative's request to speak once it is appropriate to do so.

(6) The Stormwind War Council shall operate for a maximum of two hours. Upon the expiration of two hours, or earlier if discussion is concluded, the War Council shall be adjourned.

II. ART. 2. The Grand War Council
(1) The Grand War Council is a war council to which all member states of the Grand Alliance are summoned. It is organized with the agreement of each member state. The Ministry of Defense cannot call Grand War Council without the approval of at least one other allied power.

(2) The Grand War Council is called on an as-needed basis. There shall be no routine Grand War Council.

(3) The Grand War Council shall be convened according to the procedures of the summoning party. If called by Stormwind, the Grand War Council shall act in manner like the Stormwind War Council, and shall include a Speaker, whom shall be the Minister of Defense or the senior commander of any of the attending powers, and a maximum time limit of two hours.

CHAPTER 2. THE ARMED FORCES OF STORMWIND

SECTION I. The Ranks and Grades of the Armed Forces of Stormwind
(1) The following is a summary of ranks. The first rank in the line is the army rank. The second rank in the line is the equivalent navy rank. The third rank in the line is the equivalent sky navy rank, if one exists.

(2) Commanding officers of units, task forces, military bases, and etcetera may be referred to as commander, regardless of rank. Additionally, commanders of naval vessels may be referred to as captain, regardless of rank. These titles reflect roles and positions of authority, and are not to be seen as proper ranks. A lieutenant in command of a platoon may be referred to as the commander of that platoon (platoon commander), despite his actual rank being lieutenant. Likewise, a lieutenant commander in command of a sloop-of-war may be referred to as captain, for he is the captain of that vessel. Command refers to the collective commanders of a unit or operation.

(3) Commanders of joint or multinational military units, task forces, military bases, and etcetera, may be referred to as high commander, or otherwise attach the title of "high" to the front of their rank. A joint military unit is a unit which includes units from multiple service branches, such as an army unit working with a navy unit. A multinational military unit is a unit which includes units from multiple nations, such as a Stormwind company working with an Ironforge company. As above, these titles reflect roles and positions of authority, and are not to be seen as proper ranks. A marshal in command of a joint military operation consisting of joint or multinational armies may be referred to as high marshal, and he is the high commander of that operation. Likewise, a commodore in command of a squadron composed of both vessels and an accompanying army, or of a squadron composed of vessels from multiple nations, may be referred to as high commodore, and he is the high commander of that squadron. High Command refers to the collective commanders of a joint or multinational unit or operation.

(4) The commanders of the combined armies and navies of the Grand Alliance as a whole are known as grand commanders, and carry the rank of Grand Marshal or Grand Admiral. The Grand Marshal and Grand Admiral report only to His Majesty The King. Grand Command refers to the collective commanders of the armed forces of the Alliance as a whole, which usually includes the heads-of-state of each Alliance kingdom as well as the Grand Marshals and Grand Admirals.

(5) Responsibilities of each rank will be provided in the following articles.

As no canon rank chart exists, I have made one that includes as many canon ranks as I can while organizing them in a realistic fashion. Some additional non-canon ranks are added where they would make sense. These non-canon ranks are Fleet Master (a Bloodsail Fleet Master is seen in-game, however) to match Field Marshal, the Sky ranks other than Sky Admiral and Sky Captain to fill out the Sky Navy ranks, Lieutenant Colonel to match navy Captain, army Ensign to match the naval Ensign (army Ensign instead of Second Lieutenant, because 2LT feels too modern), Able Sailor, Petty Officer, and Warrant Officer ranks (Chief Petty Officer is a canon rank, thus implying the existence of a lesser Petty Officer) to match the Corporal, Sergeant, and Sergeant Major ranks, and the addition of Sailor Recruit, Cadet, and Midshipman ranks. All other ranks are seen in lore.

The Sky Navy has only a small amount of ranks to account for the Sky Navy being a very small force. Vice Admiral, Rear Admiral, and Commodore are only needed if there are multiple types of squadrons to command (it is unlikely we will ever see a gunship squadron of more than two), so only a single grade of Admiral is needed. Commanders and Lieutenant Commanders are only needed when there are multiple types of ships rather than just one (the standard gunship). Ensign is not used because it is assumed that only distinguished naval officers would be appointed to gunship duty, therefore the lowest Sky Navy officer grade would be a lieutenant who already has experience from his previous naval assignments.

The inclusion of high commander and high marshal, among other "high" titles is to acknowledge high commanders seen in-game. All such high commanders seen are, as described, in the command of joint or multinational armies. High Commander Halford Wyrmbane, High Commander Lynore Windstryke, and High Marshal Twinbraid all serve as commanders of units incorporating multiple nations (7th Legion, Might of Kalimdor, and Lion's Landing respectively), while General Marcus Jonathan (and his replacement, General Hammond Clay) carries the additional title of "High Commander of Stormwind Defense", which is a joint force. General Jonathan and General Clay in particular demonstrate that High Commander is a position, rather than a rank, as General is their actual rank.


SECTION I. Subsection A. Commissioned Officers
(1) Commissioned officers are commanders of military units by issue of Royal Commission from His Majesty. It is the responsibility of a commissioned officer to oversee forces comprising of at least 16 men and up to several thousands. Officers are to focus on broad elements of leadership, which includes organization, policy-making, and resource management. They are also to create visions for their units to work towards, and to serve as a role model for the troops under their command.

(2) Unlike enlisted personnel, officers are expected to know how to practice discretionary initiative, and know how to to deviate from standing orders while still carrying out their commander's intent. He must know how to delegate responsibility to his own subordinates, for superior leadership is understanding how to teach people to become leaders in their own right.

(3) Officers are the ones ultimately accountable for the success or failure of their units, and must have the personal integrity to be able to take responsibility for the actions of themselves and their unit. An officer does not blame his subordinates for his unit's failings, for he knows that the actions of his subordinates reflect on his own leadership, good or bad.

(4) Officers are responsible first to His Majesty and the kingdom. An officer must understand loyalty, duty, and self-sacrifice, and be ready to put his kingdom before himself and his unit. Officers are expected to be able to make difficult choices to accomplish their mission and duty, even if the necessary course of action is contrary to self-preservation and personal desires and relations.

IA. ART. 1. General Officers
(1) General officers act as the senior strategic and organizational leaders in the armies and navies (where they are to be known as flag officers) of His Majesty The King.

(2) General officers of the Stormwind Army and Marines:

(a) FIELD MARSHAL -- The Field Marshal is to command an army group. An army group is composed of at least two armies.
(b) MARSHAL -- The Marshal is to command a corps or an army, depending on his seniority. A corps is composed of at least two divisions, and an army is composed of at least two divisions.
(c) GENERAL -- The General is to command a division or a corps, depending on his seniority. A division is composed of at least two brigades, and a corps is composed of at least two divisions.
(d) BRIGADIER GENERAL -- The Brigadier General, who may also be called Brigadier, is to command a brigade. A brigade is composed of at least three battalions.

(3) Flag officers of the Stormwind Navy:

(a) FLEET MASTER -- The Fleet Master, who may also be called Admiral of the Fleet or Fleet Admiral, is to command a navy. A navy is composed of at least two fleets.
(b) ADMIRAL -- The Admiral is to command a fleet. A fleet is composed of at least three squadrons.
(c) VICE ADMIRAL -- The Vice Admiral is to command the leading portion of a fleet and serves as deputy to the admiral. The leading portion of a fleet is to be composed of at least one squadron.
(d) REAR ADMIRAL -- The Rear Admiral is to command the rear portion of a fleet. The rear portion of a fleet is to be composed of at least one squadron.

(4) Flag officers of the Stormwind Sky Navy:

(a) SKY FLEET MASTER -- The Sky Fleet Master, who may also be called Admiral of the Sky Fleet or Sky Fleet Admiral, is to command the combined sky fleet of the Kingdom of Stormwind.
(b) SKY ADMIRAL -- The Sky Admiral is to command a sky squadron. A sky squadron is composed of at least two gunships, or a gunship and an attached naval fleet.

These ranks should be rare for player characters. These are characters that would be commanding hundreds or thousands of soldiers. They would typically perform organizational or strategic level duties, which means they are rarely actually on the field of battle or in direct command of their soldiers. Characters of these ranks are often best treated as NPCs or infrequently played alts, occasionally handing down orders or holding briefings but rarely out in the field (though they make ideal ‘escort targets’ for events).


IA. ART. 2. Field Officers
Field officers are senior battlefield commanders and are to command units comprising of hundreds or thousands of soldiers, vessels of more than 20 guns, or multiple vessels in a squadron.

(1) Field officers of the Stormwind Army and Marines:

(a) COLONEL -- The Colonel is to command a regiment or a brigade, depending on his seniority. A regiment is composed of two battalions, and a brigade is composed of at least three battalions.
(b) LIEUTENANT COLONEL -- The Lieutenant Colonel is to command a battalion or a regiment, depending on his seniority. A battalion is composed of at least two companies, and a regiment is composed of two battalions.

(2) Field officers of the Stormwind Navy:

(a) COMMODORE -- The Commodore is to command a squadron of vessels, a division of vessels within a superior's squadron, or a flotilla of unrated vessels.
(b) CAPTAIN -- The navy Captain is to command a frigate or ship-of-the-line, a division of vessels within a superior's squadron, or a flotilla of unrated vessels.

(3) Field officers of the Stormwind Sky Navy:

(a) SKY CAPTAIN -- The Sky Captain is to command a gunship.

Again, these ranks should be rare for player characters. Most guilds will never reach anywhere close to this size. While one could RP as having NPC soldiers and crew under their command, the character would again be largely focused on organizational or strategic level duties and thus is rarely directly commanding their troops on the field. Characters of these ranks are often best treated as NPCs or infrequently played alts, occasionally handing down orders or holding briefings but rarely out in the field (though they make ideal ‘escort targets’ for events).

(1) Company officers of the Stormwind Army and Marines:

(b) CAPTAIN -- The army Captain is to command a company. A company of composed of at least three platoons.
(a) LIEUTENANT -- The army Lieutenant is to command a platoon within a company. A platoon is composed of two to four squads.
(c) ENSIGN -- The army Ensign is only recently commissioned and assigned to field duty and is to assist and learn from a lieutenant in the execution of his duties. Additionally, he is to carry the colours of his unit.
(d) CADET -- The army Cadet is an officer candidate that has yet to complete his training and receive his royal commission.

(2) Company officers of the Stormwind Navy:

(a) COMMANDER -- The Commander is to command a sloop-of-war of no more than 20 guns, a division of vessels within a superior's flotilla, or to serve as a subordinate officer as needed by the captain of a larger vessel.
(b) LIEUTENANT COMMANDER – The Lieutenant Commander is to command a brig or sloop-of-war of 10 to 16 guns, or to serve as a subordinate officer as needed by the captain of a larger vessel.
(a) LIEUTENANT -- The navy Lieutenant is to command a cutter of 6 to 12 guns, or to serve as a subordinate officer as needed by the captain of a larger vessel.
(c) ENSIGN -- The navy Ensign only recently commissioned and assigned to field duty and is to assist and learn from a lieutenant in the execution of his duties.
(d) MIDSHIPMAN -- The Midshipman is an officer candidate that has yet to complete his training and receive his royal commission.

(3) Company officers of the Stormwind Sky Navy:

(a) SKY LIEUTENANT -- The Sky Lieutenant is to serve as a subordinate officer as needed by the sky captain of a gunship.

Company officers are the most feasible officer ranks for player characters. These ranks command unit sizes small enough to allow them to regularly interact with their men and participate on the field of battle. There should ideally be no more than one senior company grade officer (major/captain or commander/lt commander) per guild—typically the guild leader in a large guild—with one or two junior company grade officers. Smaller guilds should probably max out at one lieutenant as guild leader.

Ensigns are typically newly commissioned with no previous military experience aside from training. As such they are usually young and still learning their responsibilities and should be RPed as such. “Mustang” ensigns (senior enlisted soldiers given a commission) will already have military experience, though they may not understand the different style of leadership required of an officer.


SECTION I. Subsection B. Enlisted Personnel
(1) Enlisted personnel are the common soldiers in the Armed Forces of His Majesty The King. It is their responsibility to carry out the orders of their commanders to the best of their abilities.

(2) Enlisted personnel are expected to focus on their immediate duties. They understand that the bigger picture is the charge of their superior commanders, not themselves, and that they must carry out their orders even if odd or dangerous in order to ensure that their commander's vision is carried out.

(3) While the leadership of commissioned officers is generalized, the duties of enlisted personnel are specialized. Enlisted personnel are typically trained to excel in an area of expertise, and to focus on this area throughout their career. This area of expertise is known as an Occupational Specialty by the Army and Marines and a Rating by the Navy and Sky Navy, and includes such duties as maintenance, marksmanship (sniper), infantry, cavalry, demolitions, reconnaissance, gunnery, artillery, engineering, navigation, first aid and medicine (medic), magic, damage control, intelligence, paralegal work, logistics, discipline and law enforcement (master-at-arms), carpentry, radio operation, food preparation (cook), music, public affairs, counseling, journalism, administration (yeoman), translation (interpreter), and so forth.

IB. ART. 4. Non-commissioned Officers
(1) Non-commissioned officers provide direct command to enlisted personnel in the execution of the orders of a commanding officer.

(2) Commissioned officers are planners, non-commissioned officers are executors. The non-commissioned officer is expected to be out on the field carrying out his duties and providing direct leadership to the men in his unit. It is his job to focus on the immediate situation, while his commanders deal with the larger picture.

(3) Like a commissioned officer, non-commissioned officers are expected to take responsibility for their actions and the actions of their unit. They, like commissioned officers, are leaders, and their unit's performance reflects on themselves.

(4) Non-commissioned officers also serve as the bridge between enlisted personnel and the unit commanders. They relay the orders of their commanders down to their subordinates, and relay concerns and comments from enlisted personnel up to their superiors. They are expected to be able to advise their commanders on the unit's abilities, resources, and needs.

(2) Non-commissioned officers of the Stormwind Army and Marines:

(a) SERGEANT MAJOR -- The Sergeant Major is to serve as the senior non-commissioned officer in a large unit, such as a battalion or regiment. The Sergeant Major typically assists the unit commander by providing advice on enlisted matters and in all other areas of relevance, and maintains discipline, morale, performance, and dress among the unit's enlisted personnel. As such, the Sergeant Major is typically a staff position. The Sergeant Major may sometimes be assigned to a direct command role of a battalion or regiment's squads. In such a role, they may be referred to as Command Sergeant Major.
(b) MASTER SERGEANT -- The Master Sergeant is to serve in a command role as the senior enlisted commander of a platoon or company-sized unit. In such a role, he may be known as the First Sergeant. Additionally, the Master Sergeant is to serve in a staff role as the senior technical expert of his occupational specialty (such as demolitions).
(c) SERGEANT -- The Sergeant is to command a squad. A squad is composed of 8 to 12 soldiers.

(3) Non-commissioned officers of the Stormwind Navy:

(a) WARRANT OFFICER -- The Warrant Officer is an expert specialist and depending on his rating may be responsible for a vessel's wardroom, gunroom, or other such expert role such as surgeon or chaplain. He may also be called upon to command a vessel when the commanding officer is unavailable.
(b) CHIEF PETTY OFFICER -- The Chief Petty Officer is to serve as gunner, carpenter, boatswain, or any other such role as he is required.
(c) PETTY OFFICER -- The Petty Officer is to serve as armourer, ropemaker, clerk, quartermaster, sailmaker, assistant to the ship's carpenter, or any other such role as he is required.

Non-commissioned officer ranks should be used for guild officers, and are the most important role for guild activity. Non-commissioned officers should be the ones playing every day, creating events, conducting training exercises, and in-general be constantly giving standard guild members something to do. It is the most demanding role, and should be given only to those players who are able to carry out its responsibilities.


IB. ART. 5. Soldiers
(1) Soldiers are to directly carry out the tasks given to them by their non-commissioned officers. They have little to no leadership responsibility, and are expected to do their duty to the best of their capability.

(2) Soldiers of the Stormwind Army and Marines:

(a) CORPORAL -- The corporal is to serve as a senior soldier, and may be given a minor command role such as the leader of a pair or fireteam. The corporal may also perform staff duty in an occupational specialty (such as demolitions).
(b) PRIVATE -- The Private is the standard soldier in His Majesty's Armed Forces. He has no command responsibility, and is to carry out the orders of his superiors to the best of his ability.
(b) RECRUIT -- The Recruit is a new enlistee who has yet to complete his basic training.

(3) Soldiers of the Stormwind Navy:

(a) ABLE SAILOR -- The Able Sailor is a senior crewman of a vessel in His Majesty's Navy. The Able Sailor is expected to work in all weather conditions, however poor or foul, and is to provide guidance for new sailors.
(b) SAILOR -- The Sailor is the junior crewman of a vessel in His Majesty's Navy. The Sailor is not qualified to work above deck during poor weather in consideration of his limited experience.
(c) SAILING RECRUIT -- The Sailing Recruit is a new enlistee who has yet to complete his basic training.

Enlisted ranks are damn important. The vast majority of characters in a military guild should be of the enlisted ranks. Enlisted personnel are the backbone of any military. All normal guild members with no leadership responsibilities should be of the soldier grades, with corporal and able sailor being filled by members who are willing to take some responsibility from time to time.


SECTION II. Military Organization

II. ART 1. Army Organization
(1) The Army is divided into the following groups.

(a) ARMY GROUP -- A unit comprised of at least two armies. An Army Group is commanded by a field marshal.
(b) ARMY -- A unit comprised of at least two corps. An Army is commanded by a marshal.
(c) CORPS -- A unit comprised of at least two divisions. A Corps is commanded by a marshal or general.
(d) DIVISION -- A unit comprised of two brigades. A Division is commanded by a general.
(e) BRIGADE -- A unit comprised of at least three battalions. A Brigade is commanded by a brigadier general or colonel.
(f) REGIMENT -- A unit comprised of two battalions. A Regiment is commanded by a colonel or lieutenant colonel.
(g) BATTALION -- A unit comprised of at least two companies. A Battalion is commanded by a lieutenant colonel or a major.
(h) COMPANY -- A unit comprised of three platoons. A Company is commanded by major or captain.
(i) PLATOON -- A unit comprised of two to four squads. A Platoon is commanded by a lieutenant.
(j) SQUAD -- A unit comprised of eight to twelve soldiers. A Squad is commanded by a sergeant. Multiple squads are commanded by a master sergeant.
(k) TEAM -- A unit comprised of at two to four soldiers. A Team is commanded by a corporal.

II. ART 1. Navy Organization
(1) The Navy is divided into the following groups.

(a) NAVY -- A unit comprised of at least two fleets. A Navy is commanded by a fleet master.
(b) FLEET -- A unit comprised of at least three squadrons. A Fleet is commanded by an admiral.
(c) SQUADRON -- A unit comprised of three to four rated vessels or frigates. A Squadron is commanded by a vice admiral, rear admiral, or commodore.
(d) FLOTILLA -- A unit comprised of three to four unrated vessels. A Flotilla is commanded by a rear admiral, commodore, or captain.
(e) DIVISION -- A unit comprised of a portion of a squadron or flotilla. A Division is commanded by a commodore, captain, or commander.
(f) ELEMENT -- A unit comprised of one vessel. An Element is commanded by a captain, commander, lieutenant commander, or lieutenant.

II. ART 2. The Task Force
(1) A Task Force is an ad hoc military unit put created to fulfill a particular goal or purpose and then dissolved when that goal has been achieved. These goals typically involve military objectives such as campaigns or missions, but may also be organized around specific unit capabilities such as reconnaissance or magic.

(2) Task Forces may add or remove units on demand, and do not have to wait for lengthy formal procedure. Additionally, Task Forces may include non-military units for ease of organization between the military and independent militias and knightly orders.

(3) A Task Force is overseen by a Task Force Commander. The Task Force Commander is appointed by the Minister of Defense, or by the authority that has chosen to form a subordinate Task Force. At the discretion of the convening authority, a selection of Task Force Commanders may be appointed. The Task Force Commanders may be termed High Commanders, and the Task Force Command may be termed High Command.

(4) Task Force Commanders will usually be appointed during a War Council or Grand War Council, though may be arranged outside such events if a War Council or Grand War Council is not necessary. Task Force Commanders appointed during Grand War Council will require approval from the senior military official of each government in attendance.

(5) A Task Force may choose to create subordinate task groups from within its own forces. Subordinate task groups are usually created to undertake specific operations for the Task Force, such as individual missions that require a combined effort from multiple specialists (such as reconnaissance missions requiring recon specialists from multiple units in the Task Force). In such cases, the Task Force Commander appoints a subordinate commander for the task group, and assigns desired units to that group. If required, the task group may in turn create its own subordinate task elements.

(1) Any person subject to this chapter who conspires with another person with intent to commit an offense punishable by this chapter shall be punished as a court-martial may direct.

I. ART. 4. Solicitation
(1) Any person subject to this chapter who encourages, advises, or persuades another person to commit an offense punishable by this chapter shall be punished as a court-martial may direct.

I. ART. 5. Desertion
(1) Any person subject to this chapter who--

(a) without authority goes or remains absent from his unit with intent to permanently stay away; or

(b) quits his unit with intent to shirk hazardous or important duty;


shall be be punished by death in time of war, or as a court-martial may direct at any other time.

I. ART. 6. Absence without leave
(1) Any person subject to this chapter who leaves or fails to appear at his appointed unit or place of duty shall be punished as a court-martial may direct.

I. ART. 7. Contempt toward officials
(1) Any person subject to this chapter who insults or is otherwise contemptuous towards His Majesty The King or any government official of Stormwind shall be punished as a court-martial may direct.

I. ART. 8. Disrespect toward superior commissioned officer
(1) Any person subject to this chapter who behaves with disrespect towards his superior commissioned officer shall be punished as a court-martial may direct.

I. ART. 9. Assaulting or willfully disobeying a superior commissioned officer
(1) Any person subject to this chapter who assaults or willfully disobeys a lawful command from his superior commissioned officer shall be punished by death in time of war, or as a court-martial may direct at any other time.

I. ART. 10. Insubordinate conduct toward warrant officer, non-commissioned officer, or petty officer
(1) Any person subject to this chapter who behaves with disrespect toward, or who assaults or willfully disobeys a warrant officer, non-commissioned officer, or petty officer shall be punished as a court-martial may direct.

I. ART. 11. Failure to obey regulation
(1) Any person subject to this chapter who violates or fails to obey any lawful general order or regulation or is otherwise derelict in the performance of his duties shall be punished as a court-martial may direct.

I. ART. 12. Mutiny or sedition
(1) Any person subject to this chapter who--

(a) willfully refuses to obey orders or creates any revolt, violence, or disturbance with intent to usurp or overthrow lawful military authority is guilty of mutiny;

(b) willfully creates any revolt, violence, or disturbance with intent to usurp or overthrow lawful civil authority is guilty of sedition;

(c) fails to prevent, suppress, or report to his superior commanding officer a mutiny or sedition is guilty of failure to suppress or report mutiny or sedition.


(2) Any person subject to this chapter who is guilty of attempted mutiny, mutiny, sedition, or failure to suppress or report mutiny or sedition shall be punished by death.

I. ART. 13. Resistance, breach of arrest, or escape
(1) Any person subject to this chapter who resists apprehension or breaks arrest or escapes from custody shall be punished as a court-martial may direct.

I. ART. 14. Releasing prisoner without proper authority
(1) Any person subject to this chapter who, without proper authority, releases a prisoner under his charge, or through neglect allows a prisoner under his charge to escape, shall be punished as a court-martial may direct, whether or not the detaining of the prisoner was lawful.

I. ART. 15. Unlawful detention
(1) Any person subject to this chapter who, except as provided by law, arrests or confines any person shall be punished as a court-martial may direct.

I. ART. 16. Obstruction of judicial procedure
(1) Any person subject to this chapter who is willfully responsible for unnecessary delay of judicial procedure, or who fails to enforce or comply with any provision of this chapter regulating judicial procedure shall be punished as a court-martial may direct.

I. ART. 17. Misbehavior before the enemy
(1) Any person subject to this chapter who before or in presence of the enemy--

(a) runs away;

(b) abandons or surrenders his command, unit, place, or military property of which he is sworn to defend;

(c) through disobedience, neglect, or misconduct endangers the safety of his command, unit, place, or military property;

(d) casts away his arms;

(e) is guilty of cowardly conduct;

(f) quits his place of duty to plunder or pillage;

(g) causes false alarms in any command, unit, or place under control of the armed forces of Stormwind;

(h) willfully fails to do his utmost to combat the enemy; or

(i) willfully fails to afford relief or assistance to any troops, combatants, or vessels engaged with the enemy;


shall be punished by death or other such punishment as a court-martial may direct.

I. ART. 18. Aiding the enemy
(1) Any person subject to this chapter who--

(a) aids or attempts to aid the enemy with arms, ammunition, supplies, money, or other things; or

(b) without proper authority gives intelligence or otherwise corresponds with or holds any intercourse with the enemy;


shall be punished by death or other such punishment as a court-martial may direct.

I. ART. 19. Spying and Espionage
(1) Any person found lurking or acting as a spy in or about any place, vessel, or other jurisdiction of the armed forces, or in any shipyard, manufacturing or industrial plant, or any other place or institution engaged in work in aid of the prosecution of the war by the Kingdom of Stormwind is guilty of spying and shall be punished by death.

(2) Any person who willfully and with intent to cause harm to the Kingdom of Stormwind communicates or delivers or attempts to communicate or deliver any blueprint, map, model, or other information relating to national defense is guilty of espionage and shall be punished by death or other such punishment as a court-martial may direct.

I. ART. 20. Misconduct as prisoner
(1) Any person subject to this chapter who, while in the hands of the enemy in time of war and with intent to receive favorable treatment by his captors, maltreats or acts to the detriment of other prisoners shall be punished as a court-martial may direct.

I. ART. 21. False statements and documents
(1) Any person subject to this chapter who willfully provides, forges, or signs false official statements or documents shall be punished as a court-martial may direct.

I. ART. 22. Loss, damage, destruction, or wrongful disposition of Stormwind military property
(1) Any person subject to this chapter who willfully or through neglect damages, destroys, loses, or sells military property of Stormwind, or who willfully or through neglect allows the damage, destruction, loss, or sale of military property of Stormwind shall be punished as a court-martial may direct.

I. ART. 23. Drunk on duty
(1) Any person subject to this chapter found to be drunk while on duty shall be punished as a court-martial may direct.

I. ART. 24. Misbehavior of sentinel or look-out
(1) Any person subject to this chapter who, while acting as sentinel or look-out, is found drunk or sleeping on his post, or leaves it without proper authority, shall be punished by death in time of war, or as a court-martial may direct in any other time.

I. ART. 25. Dueling
(1) Any person subject to this chapter who promotes or participates in fighting a duel with another person subject to this chapter, or, having knowledge of a challenge sent or about to be sent, fails to report the fact to a proper authority, shall be punished as a court-martial may direct.

I. ART. 26. Riot or breach of peace
(1) Any person subject to this chapter who causes or participates in any riot or breach of peace shall be punished as a court-martial may direct.

I. ART. 27. Provoking speeches or gestures
(1) Any person subject to this chapter who uses provoking or offensive words or gestures to any other person subject to this chapter shall be punished as a court-martial may direct.

I. ART. 28. Murder
(1) Any person subject to this chapter who, without justification or excuse and with premeditated design or intent, unlawfully kills a sapient being is guilty of murder and shall be punished by death or imprisonment for life.

I. ART. 29. Manslaughter
(1) Any person subject to this chapter who, while in the heat of passion, through culpable negligence, or while perpetrating or attempting to perpetrate an offense, unlawfully kills a sapient being is guilty of manslaughter and shall be punished as a court-martial may direct.

I. ART. 30. Rape
(1) Any person subject to this chapter who commits an act of sexual intercourse with a person that is not his or her spouse, by force and without consent, shall be punished by death or other such punishment as a court-martial may direct.

I. ART. 31. Larceny
(1) Any person subject to this chapter who wrongfully takes, obtains, or appropriates the personal property or money of any other person is guilty of larceny and shall be punished as a court-martial may direct.

I. ART. 32. Robbery
(1) Any person subject to this chapter who, with intent to steal, takes anything of value from any person through force or violence or fear of injury is guilty of robbery and shall be punished as a court-martial may direct.

I. ART. 33. Maiming
(1) Any person subject to this chapter who, without proper authority and with intent to injure, disfigure, or disable, inflicts an injury upon another person which--

(a) seriously disfigures his person;

(b) destroys or disables any member or organ of his body; or

(c) otherwise seriously diminishes his physical vigor;


is guilty of maiming and shall be punished as a court-martial may direct.

I. ART. 34. Arson
(1) Any person subject to this chapter who willfully or maliciously burns or sets fire on any inhabited or uninhabited dwelling is guilty of arson and shall be punished as a court-martial may direct.

I. ART. 35. Extortion
(1) Any person subject to this chapter who, with intent to obtain from another person anything of value or any acquittance, advantage, favor, or immunity, communicates threats or through magic forces compulsion is guilty of extortion and shall be punished as a court-martial may direct.

I. ART. 36. Assault
(1) Any person subject to this chapter who, with physical force or through magic, attempts or offers with unlawful force to do bodily harm to another person is guilty of assault and shall be punished as a court-martial may direct.

I. ART. 37. Burglary
(1) Any person subject to this chapter who, with intent to steal personal property, breaks and enters the dwelling house of another person is guilty of burglary and shall be punished as a court-martial may direct.

I. ART. 38. Housebreaking
(1) Any person subject to this chapter who breaks and enters the dwelling house of another person shall be punished as a court-martial may direct.

I. ART. 39. Perjury
(1) Any person subject to this chapter who, in a judicial proceeding, willfully and corruptly gives false testimony is guilty of perjury and shall be punished as a court-martial may direct.

I. ART 40. Improper use of magic
(1) Any person subject to this chapter who--

(a) without proper authority summons or creates a force of greater than two magical minions such as elementals or golems; or

(b) performs any ritual or spell of mass destruction that endangers the safety of his command, unit, place, vessel, or non-combatants;


is guilty of improper use of magic and shall be punished as a court-martial may direct.

(2) Any person subject to this chapter who--

(a) without proper authority performs any dark ritual or spell of mass destruction that endangers the safety of his command, unit, place, vessel, or non-combatants;

(b) drains or harvests the life, soul, or other spiritual essence of a person from any Alliance nationality;

(c) with intent to perform dark magic, harvests the organs, limbs, or body of a person from any Alliance nationality;

(c) summons or creates a force of greater than two demons or undead; or

(d) summons or creates a greater demon or undead such as an abomination, frostwyrm, infernal, or eredar;


is guilty of improper use of dark magic and shall be punished by death or other such punishment as a court-martial may direct.

I. ART. 41. Conduct unbecoming an officer
(1) Any commissioned officer, cadet, or midshipman who is convicted of conduct unbecoming an officer shall be punished as a court-martial may direct.

SECTION II. Non-Judicial Punishment
(1) Non-Judicial Punishment is a commander's basic method of disciplining infractions committed by his subordinates. Non-Judicial Punishments permits a commissioned or non-commissioned officer the right to judge and punish crimes without the necessity for trial by court martial. These punishments may be carried out in addition to or in lieu of admonition or reprimand.

(2) Commanding officer for the purpose of Non-Judicial Punishment refers to any superior commissioned officer within the infractee's unit. Non-commissioned officer for the purpose of Non-Judicial Punishment refers to enlisted soldiers within the accused's unit at the rank of sergeant or above for the Army, and petty officer or above for the Navy. Corporals and Able Sailors do not qualify as non-commissioned officers for the purpose of Non-Judicial Punishment.

(3) The accused may at any point willfully choose to forgo non-judicial punishment and instead have his case heard in trial by court martial. Non-judicial punishment may not be carried out on an infractee who has requested to have his case heard in trial by court martial.

II. ART 1. Punishments
(1) For the purpose of corrective non-judicial punishment, a superior commissioned officer may impose one of the following upon subordinate officers under his command:

(a) A superior commissioned officer may restrict a subordinate officer under his command to specified limits, such as reduced rations or pay, with or without suspension from duty, for not more than 30 days.

(b) A superior commissioned officer may arrest and detain a subordinate officer under his command, within the accused's home or within a prison, for not more than 30 days.


(2) For the purpose of corrective non-judicial punishment, a superior commissioned or non-commissioned officer may impose one of the following upon subordinate enlisted soldiers under his command:

(a) A superior commissioned or non-commissioned officer may restrict a subordinate enlisted soldier under his command to specified limits, such as reduced rations or pay, with or without suspension from duty, for not more than 30 days.

(b) A superior commissioned or non-commissioned officer may arrest and detain a subordinate enlisted soldier under his command, within the infractee's home or within a prison, for not more than 30 days.

(c) A superior commissioned or non-commissioned officer may use negative reinforcement, such as minor physical or magical punishment, upon a subordinate enlisted soldier under his command.

(d) A superior commissioned or non-commissioned officer may reduce the paygrade of a subordinate enlisted soldier under his command to the next inferior grade.

(e) A superior commissioned or non-commissioned officer may order extra duties to be performed by a subordinate enlisted soldier under his command.


SECTION III. Court-Martial

III. ART. #. Sentencing

(x) A member of the armed forces of Stormwind sentenced to death is to be executed by firing squad. The convicted shall stand facing the firing squad, with or without eye cover, and may be permitted last rites, including prayers and a last meal. The firing squad is to be composed of one officer and a squad of riflemen. All rifles are to be preloaded prior to the execution. The officer may choose to have no more than one rifle loaded with a blank cartridge; all others must have live rounds. No member of the firing squad is to be informed which rifle possesses the blank cartridge, either before or after the execution. Upon commencement of the execution, the officer is to announce the charges and sentence. He is then to order the riflemen to present arms. He is then to order the riflemen to aim at the convict's center mass. The officer may then give the order to fire at his discretion. If the convicted does not perish from the initial volley, the officer is to complete the execution by shooting the convicted in the head with his sidearm.

THURSDAY, Jan. 17th. [30]

My lord, a draft of military laws has been added to the military reorganization document, in the chapter on military justice.

For your review and approval, here is a copy of the codex of military laws. These laws apply only to military personnel while they are on active duty. Personnel on leave may be charged by civil laws.

I. ART. 1. Accessory after the fact
(1) Any person subject to this chapter who knowingly receives, assists, or comforts an offender of a crime in order to hinder, delay, or otherwise obstruct their apprehension, detainment, or trial shall be punished as a court-martial may direct.

I. ART. 2. Attempts
(1) Any person subject to this chapter who unsuccessfully attempts to commit an offense punishable by this chapter shall be punished as a court-martial may direct.

I. ART. 3. Conspiracy
(1) Any person subject to this chapter who conspires with another person with intent to commit an offense punishable by this chapter shall be punished as a court-martial may direct.

I. ART. 4. Solicitation
(1) Any person subject to this chapter who encourages, orders, or persuades another person to commit an offense punishable by this chapter shall be punished as a court-martial may direct.

I. ART. 5. Desertion
(1) Any person subject to this chapter who--

(a) without authority goes or remains absent from his unit with intent to permanently stay away; or

(b) quits his unit with intent to shirk hazardous or important duty;

shall be be punished by death in time of war, or as a court-martial may direct at any other time.

I. ART. 6. Absence without leave
(1) Any person subject to this chapter who leaves or fails to appear at his appointed unit or place of duty shall be punished as a court-martial may direct.

I. ART. 7. Contempt toward officials
(1) Any person subject to this chapter who insults or is otherwise contemptuous towards His Majesty The King or any government official of Stormwind shall be punished as a court-martial may direct.

I. ART. 8. Disrespect toward superior commissioned officer
(1) Any person subject to this chapter who behaves with disrespect towards his superior commissioned officer shall be punished as a court-martial may direct.

I. ART. 9. Assaulting or willfully disobeying a superior commissioned officer
(1) Any person subject to this chapter who assaults or willfully disobeys a lawful command from his superior commissioned officer shall be punished by death in time of war, or as a court-martial may direct at any other time.

I. ART. 10. Insubordinate conduct toward warrant officer, non-commissioned officer, or petty officer
(1) Any person subject to this chapter who behaves with disrespect toward, or who assaults or willfully disobeys a warrant officer, non-commissioned officer, or petty officer shall be punished as a court-martial may direct.

I. ART. 11. Failure to obey regulation
(1) Any person subject to this chapter who violates or fails to obey any lawful general order or regulation or is otherwise derelict in the performance of his duties shall be punished as a court-martial may direct.

I. ART. 12. Mutiny or sedition
(1) Any person subject to this chapter who--

(a) willfully refuses to obey orders or creates any revolt, violence, or disturbance with intent to usurp or overthrow lawful military authority is guilty of mutiny;

(b) willfully creates any revolt, violence, or disturbance with intent to usurp or overthrow lawful civil authority is guilty of sedition;

(c) fails to prevent, suppress, or report to his superior commanding officer a mutiny or sedition is guilty of failure to suppress or report mutiny or sedition.

(2) Any person subject to this chapter who is guilty of attempted mutiny, mutiny, sedition, or failure to suppress or report mutiny or sedition shall be punished by death.

I. ART. 13. Resistance, breach of arrest, or escape
(1) Any person subject to this chapter who resists apprehension or breaks arrest or escapes from custody shall be punished as a court-martial may direct.

I. ART. 14. Releasing prisoner without proper authority
(1) Any person subject to this chapter who, without proper authority, releases a prisoner under his charge, or through neglect allows a prisoner under his charge to escape, shall be punished as a court-martial may direct, whether or not the detaining of the prisoner was lawful.

I. ART. 15. Unlawful detention
(1) Any person subject to this chapter who, except as provided by law, arrests or confines any person shall be punished as a court-martial may direct.

I. ART. 16. Obstruction of judicial procedure
(1) Any person subject to this chapter who is willfully responsible for unnecessary delay of judicial procedure, or who fails to enforce or comply with any provision of this chapter regulating judicial procedure shall be punished as a court-martial may direct.

I. ART. 17. Misbehavior before the enemy
(1) Any person subject to this chapter who before or in presence of the enemy--

(a) runs away;

(b) abandons or surrenders his command, unit, place, or military property of which he is sworn to defend;

(c) through disobedience, neglect, or misconduct endangers the safety of his command, unit, place, or military property;

(d) casts away his arms;

(e) is guilty of cowardly conduct;

(f) quits his place of duty to plunder or pillage;

(g) causes false alarms in any command, unit, or place under control of the armed forces of Stormwind;

(h) willfully fails to do his utmost to combat the enemy; or

(i) willfully fails to afford relief or assistance to any troops, combatants, or vessels engaged with the enemy;

shall be punished by death or other such punishment as a court-martial may direct.

I. ART. 18. Aiding the enemy
(1) Any person subject to this chapter who--

(a) aids or attempts to aid the enemy with arms, ammunition, supplies, money, or other things; or

(b) without proper authority gives intelligence or otherwise corresponds with or holds any intercourse with the enemy;

shall be punished by death or other such punishment as a court-martial may direct.

I. ART. 19. Spying and Espionage
(1) Any person found lurking or acting as a spy in or about any place, vessel, or other jurisdiction of the armed forces, or in any shipyard, manufacturing or industrial plant, or any other place or institution engaged in work in aid of the prosecution of the war by the Kingdom of Stormwind is guilty of spying and shall be punished by death.

(2) Any person who willfully and with intent to cause harm to the Kingdom of Stormwind communicates or delivers or attempts to communicate or deliver any blueprint, map, model, or other information relating to national defense is guilty of espionage and shall be punished by death or other such punishment as a court-martial may direct.

I. ART. 20. Misconduct as prisoner
(1) Any person subject to this chapter who, while in the hands of the enemy in time of war and with intent to receive favorable treatment by his captors, maltreats or acts to the detriment of other prisoners shall be punished as a court-martial may direct.

I. ART. 21. False statements and documents
(1) Any person subject to this chapter who willfully provides, forges, or signs false official statements or documents shall be punished as a court-martial may direct.

I. ART. 22. Loss, damage, destruction, or wrongful disposition of Stormwind military property
(1) Any person subject to this chapter who willfully or through neglect damages, destroys, loses, or sells military property of Stormwind, or who willfully or through neglect allows the damage, destruction, loss, or sale of military property of Stormwind shall be punished as a court-martial may direct.

I. ART. 23. Drunk on duty
(1) Any person subject to this chapter found to be drunk while on duty shall be punished as a court-martial may direct.

I. ART. 24. Misbehavior of sentinel or look-out
(1) Any person subject to this chapter who, while acting as sentinel or look-out, is found drunk or sleeping on his post, or leaves it without proper authority, shall be punished by death in time of war, or as a court-martial may direct in any other time.

I. ART. 25. Dueling
(1) Any person subject to this chapter who promotes or participates in fighting a duel with another person subject to this chapter, or, having knowledge of a challenge sent or about to be sent, fails to report the fact to a proper authority, shall be punished as a court-martial may direct.

I. ART. 26. Riot or breach of peace
(1) Any person subject to this chapter who causes or participates in any riot or breach of peace shall be punished as a court-martial may direct.

I. ART. 27. Provoking speeches or gestures
(1) Any person subject to this chapter who uses provoking or offensive words or gestures to any other person subject to this chapter shall be punished as a court-martial may direct.

I. ART. 28. Murder
(1) Any person subject to this chapter who, without justification or excuse and with premeditated design or intent, unlawfully kills a sapient being is guilty of murder and shall be punished by death or imprisonment for life.

I. ART. 29. Manslaughter
(1) Any person subject to this chapter who, while in the heat of passion, through culpable negligence, or while perpetrating or attempting to perpetrate an offense, unlawfully kills a sapient being is guilty of manslaughter and shall be punished as a court-martial may direct.

I. ART. 30. Rape
(1) Any person subject to this chapter who commits an act of sexual intercourse with a person that is not his or her spouse, by force and without consent, shall be punished by death or other such punishment as a court-martial may direct.

I. ART. 31. Larceny
(1) Any person subject to this chapter who wrongfully takes, obtains, or appropriates the personal property or money of any other person is guilty of larceny and shall be punished as a court-martial may direct.

I. ART. 32. Robbery
(1) Any person subject to this chapter who, with intent to steal, takes anything of value from any person through force or violence or fear of injury is guilty of robbery and shall be punished as a court-martial may direct.

I. ART. 33. Maiming
(1) Any person subject to this chapter who, with intent to injure, disfigure, or disable, inflicts an injury upon another person which--

(a) seriously disfigures his person;

(b) destroys or disables any member or organ of his body; or

(c) otherwise seriously diminishes his physical vigor

is guilty of maiming and shall be punished as a court-martial may direct.

I. ART. 34. Arson
(1) Any person subject to this chapter who willfully or maliciously burns or sets fire on any inhabited or uninhabited dwelling is guilty of arson and shall be punished as a court-martial may direct.

I. ART. 35. Extortion
(1) Any person subject to this chapter who, with intent to obtain from another person anything of value or any acquittance, advantage, favor, or immunity, communicates threats or through magic forces compulsion is guilty of extortion and shall be punished as a court-martial may direct.

I. ART. 36. Assault
(1) Any person subject to this chapter who, with physical force or through magic, attempts or offers with unlawful force to do bodily harm to another person is guilty of assault and shall be punished as a court-martial may direct.

I. ART. 37. Burglary
(1) Any person subject to this chapter who, with intent to steal personal property, breaks and enters the dwelling house of another person is guilty of burglary and shall be punished as a court-martial may direct.

I. ART. 38. Housebreaking
(1) Any person subject to this chapter who breaks and enters the dwelling house of another person shall be punished as a court-martial may direct.

I. ART. 39. Perjury
(1) Any person subject to this chapter who, in a judicial proceeding, willfully and corruptly gives false testimony is guilty of perjury and shall be punished as a court-martial may direct.

I. ART 40. Improper use of magic
(1) Any person subject to this chapter who--

(a) without proper authority summons or creates a force of greater than two magical minions such as elementals or golems; or

(b) performs any ritual or spell of mass destruction that endangers the safety of his command, unit, place, vessel, or non-combatants;

is guilty of improper use of magic and shall be punished as a court-martial may direct.

(2) Any person subject to this chapter who--

(a) performs any dark ritual or spell of mass destruction that endangers the safety of his command, unit, place, vessel, or non-combatants;

(b) drains or harvests the life, soul, or other bodily essence of a person from any Alliance nationality;

(c) with intent to perform dark magic, harvests the organs, limbs, or body of a person from any Alliance nationality;

(c) summons or creates a force of greater than two demons or undead; or

(d) summons or creates a greater demon or undead such as an abomination, frostwyrm, infernal, or eredar;

is guilty of improper use of dark magic and shall be punished by death or other such punishment as a court-martial may direct.

I. ART. 41. Conduct unbecoming an officer
(1) Any commissioned officer, cadet, or midshipman who is convicted of conduct unbecoming an officer shall be punished as a court-martial may direct.

Excellent laws, very....detailed.

Arey is not an active member of a regular component of the armed forces anymore. She's a reservist. These laws don't apply to her. Razz
