The Treaty of Unity. Empty The Treaty of Unity.

Post by Antistia Sun Oct 24, 2010 10:52 am

*A few copies of the following treaty have been posted in Orgrimmar, the Undercity and Silvermoon respectively. Each copy is written in the language primarily spoken in each race's capital.*

The Parties to this treaty affirm their intent to uphold their territorial integrity and their shared right of existence. They are determined to safeguard this fundamental right, the common heritage and legacy of their peoples. They seek to gain universal acknowledgment of this right as they have received it from their friends in the Horde.

The Parties to this treaty are resolved to unite their efforts for collective defense and for the preservation of their peoples, cultures and territories in the continent of Lordaeron and beyond. They therefore agree to this Treaty of Unity.

Article 1.
The signatory parties acknowledge each other’s historic claims to territories which they have lost grasp over. They shall recognize no other ruler of these territories than the signatory party which has a legitimate claim to these territories.

Article 2.
The signatories will seek to share any information of hostile intent by a power block to do harm to any signatory party with all other signatory parties

Article 3.
To further the objectives of this Treaty the signatory parties, separately and jointly, shall seek to improve and share military doctrines and should exercises to improve cooperation between armed forces be requested, then they shall fulfill this request to the best of their abilities.

Article 4.
The parties reserve the right to consult one another whenever there exists a belief by one of them that the territorial integrity or security of any of the signatory parties is threatened.

Article 5.
The signatory parties acknowledge their universal right to intervene in territories where they believe any officially neutral party is threatening their own or their allies’ stability, right to exist, or territorial integrity.
These interventions shall be preemptive in nature and signatories to this treaty are under no obligation to commit themselves militarily to these interventions, unless an openly hostile power comes to the aid of the formerly neutral party in any way, shape or form.

Article 6.
The signatory parties declare that they shall come to the aid of any of their partners in the continent of Lordaeron, including Quel’Thalas, and beyond. If their partners are attacked and invoke this article of the treaty.
Any truce, or treaty restricting hostilities a signatory may have had with the attacking power, or the attacking power block, are declared void. The defending party shall be supported until the threat has been eliminated and any counterattacks have been completed.
The signatory parties will aid their partner no matter what the cost may be.

Article 7.
For the purposes of Article 6 of this treaty an attack against a signatory does not only include an invasion of their homeland, but an attack against their armed forces, civilians, settlements and territories outside their homeland.

Article 8.

For the purposes of Article 7 an attack on the armed forces of a signatory while said armed forces are supporting a third party which has not signed this treaty shall not be interpreted as an attack on the signatory and shall not allow the invoking of Article 6 by said signatory. The signatory, however, has the right to convene a meeting of all signatories to make a case for supporting the third party militarily. Signatories are free to make their own decision regarding military aid to the third party after their case has been presented.

Article 9.
Upon the invoking of Article 6 of this treaty signatory parties shall lobby Horde forces and organizations to come to the defense of their partner using all reasonable diplomatic means. Any denial of support should be interpreted as a denial of support not only to the signatory’s defending partner but also to the signatory.

Article 10.
Upon the invoking of Article 6 of this treaty signatory parties will lobby neutral powers to deny safe haven to the aggressor. All diplomatic means should be used to achieved this result and this treaty does not exclude the use of force to achieve this result.
The parties agree that the defending signatory’s defense is of greater importance than their relations with neutral and third parties and will act in accordance to this fact.

Article 11.
Any faction within the Horde is free to seek accession to this treaty should they feel the need to do so, any signatory is also free to seek the addition of a faction of the Horde to this treaty.

Article 12.
Should any faction within the Horde seek to accede to this treaty or a signatory seek the accession of any member within the Horde then this new member must be unanimously accepted by the existing signatories.

Article 13.

Should a third party in which a signatory has a vested interest stand at risk of becoming embroiled in war with a power or powerblock openly hostile to the Horde then that signatory holds the right to convene a meeting of all signatories to extend the privileges of Article 6 of this treaty to the third party for a limited amount of time. The amount of time the third party shall be able to invoke Article 6 of this treaty shall be agreed upon by majority vote. Whether to extend this privilege or not must be agreed upon unanimously.

Article 14.

The signatory parties declare that disputes between them, whatever the reason for this may be, shall be resolved in a diplomatic and peaceful manner. The signatory parties to this treaty also declare that as long as these disputes persist no party actively involved in said disputes shall hold the right to invoke Article 6 of this treaty.
The signatory parties also declare that any disputes with other factions or organizations within the Horde shall also be resolved in a diplomatic and peaceful manner unless the situation forces them to employ the force of arms.

Article 15.
The original copy of this treaty shall be kept within a secure vault in the Undercity under the watchful eye of the Forsaken and all their might. The Forsaken shall provide a copy to each and every signatory party which said party will then keep in a city of their choosing, this city shall be known to the other parties.

Article 16.
The text of this treaty may be changed with the unanimous consent of all signatories.

Article 17.
All signatories retain the right to withdraw from the treaty but must notify all others a minimum of two weeks in advance and provide a reason for their withdrawal.

In the name of the Cult, the Prophet agrees to this treaty, binding all other parties to the defense of the Cult and the Kingdom of Lordaeron.

In the name of the Sin Belore, Sin Drassil Sunbinder agrees to this treaty, binding all other parties to the defense of the Kingdom of Quel'Thalas.

I like it, however the only problem I have with it is this is not how the Horde works. Whilst the Blood Elves and Forsaken come from more civilised origins, the Horde is a totalitarian Dictatorship under (now) Garrosh who himself commands all territory. Then again saying that, between guilds this could work, just be wary of someone bringing Garrosh's suphremecy up.

This is between guilds, it's not like it can be anything else.

I know that, but the Orcs of the Red Blade could easily claim (due to their orcish origin) they can tread and do as they please in Lordaeron due to GArrosh's might. Doubt they will! Just making sure it isn't a surprise if someone does.

I don't think anything in the treaty says they can't do that. Just that we will both go through diplomatic means to ask them "please, don't do that".

That, and it's primarily meant as a unifying measure, we're all Horde, we all follow the Horde's lead but should Quel"thalas be attacked and SB invokes Article 6 the parties will come to help SB out, no matter what.

As for Garrosh' supremacy.. Well, as said, we're all Horde and to be honest, I don't expect anyone in this treaty to go against Garrosh nor do I expect anyone to force Garrosh' hand by saying something he didn't say.

And, as outlined, it's between guilds, it's meant to improve the cooperation of the Horde, make it more unified.

EDIT: And one should realize the symbolism behind this treaty of ours, Anaei.
